NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 20 August 2025, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
The general effect of the ‘Free Parking Places’ Order will be to–
(a) designate a parking place on the carriageway, 6.6 metres in length, at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
The general effect of the ‘Parking Places Amendment’ Orders will be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads.
A copy of each of the Orders, which will come into force on 1 September 2025, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above-mentioned Orders under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders would be to convert sections of existing parking places in lengths of road generally fronting the locations referred to in the Schedule to this notice to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed crossovers.
A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference CROSSOVERS35 no later than 12 September 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(WEST BARNES LANE, KT3)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate signal and telecommunication maintenance works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit vehicular traffic in the said road.
Whilst the works take place no person will–
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane, between a point 55 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
(c) enter or proceed on foot in West Barnes Lane, from a point 20 metres south-west of the Motspur Park Level Crossing and a point 20 metres north-east of the said crossing.
The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
An alternative route for diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane, or vice versa.
Pedestrians affected by the road closure should proceed using Station Road, the Motspur Park pedestrian bridge (public right of way No. 130) and Claremont Avenue.
Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986
Nothing in the Order will apply:
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works
The Order will come into operation at 12.30am on Friday 12th September 2025 and remain in force until 5am the same day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) and 14(7)
LONDON BOROUGH OF MERTON
(BOXLEY ROAD, SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
The London Borough of Merton Council hereby give notice that to facilitate gas mains replacement works in Boxley Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic and suspend the one-way working in Boxley Road.
During the works–
(a) no person will cause or permit any vehicle to enter or proceed in Boxley Road between its junction with the service arm of St Helier Avenue and its junction with Morden Road;
(b) no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above;
(c) the one-way working in Boxley Road between Arbuthnot Road and Morden Road will be suspended.
N.B. The works will be carried out in 2 phases. During phase 1, Boxley Road will be closed between its junction with the service arm of St Helier Avenue and its junction with Arbuthnot Road and during phase 2 of the works, Boxley Road will be closed between its junction with Arbuthnot Road and its junction with Morden Road.
Vehicular traffic affected by the road closure should proceed using St Helier Avenue, Arras Avenue, The Drive, Wandle Road and Morden Road (A239) or vice-versa.
The restriction and suspension will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
