1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham ("the Council") on 28 October 2024 made the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the disabled resident parking places Orders (excluding Stratford South East) will be to designate disabled resident parking places for use only by persons who are resident within the Canning Town, Canning Town North, East Ham, East Ham South East, Green Street North, Market Street, Monega, Plaistow South, Prince Regent, Royal Docks East, Stratford, Stratford North West, Upton Park and Wakefield Controlled Parking Zones (CPZs), who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g., to load or unload goods or pick up or set down passengers. Disabled Resident Parking places will be designated outside each of the following locations. (Note - at locations where an 'overlap' is also stated, the parking place will overlap the frontage of the adjacent property numbers, by up to 1 metre): -
Canning Town Controlled Parking Zone - No. 26 Ozolins Way E16;
Canning Town North Controlled Parking Zone - No. 29 Chester Road E16 (overlaps No. 31) and No. 42 Malmesbury Terrace E16;
East Ham Controlled Parking Zone - No. 218 Byron Avenue E12, No. 48 Hall Road E6 (overlaps No. 46) and No. 223 Shakespeare Crescent E12;
East Ham South East Controlled Parking Zone - No. 68 Charlemont Road E6, Johnstone Road E6 (south-east of Nos. 241-251 High Street South E6) and No. 80 St Albans Avenue E6;
Green Street North Controlled Parking Zone - No. 30 Belton Road E7 (overlaps No. 32);

3. The general effect of the Stratford South East Disabled Resident Parking Places Order and the Stratford South East Parking Places Order will be to:-
(a) relocate the existing disabled resident parking place outside the south-western end of Nos. 1 to 6 Dell Close E15, so that it will now lie 2 metres north-east of its current location; and
(b) remove a short length of parking place from the centre of Nos. 1 to 6 Dell Close E15, which will be replaced by waiting restrictions operating on Monday to Friday from 10am to 12 noon (single yellow line).
4. The general effect of the Upton Park Parking Places Order will be to remove a short length (6.3 metres) of 'shared use' parking place (permit holders and 2 hour paid-for parking) on the east side of Wyndham Road E6 at a point 24.9 metres south of the southern kerb-line of St. Stephen's Road, which will be replaced by waiting restrictions operating on Monday to Saturday from 8am to 6.30pm (single yellow line).
5. Copies of the Orders, which will come into force on 4 November 2024 and documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk for a period of six weeks from the date on which the Orders were made.
6. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
