What is happening?

LONDON BOROUGH OF BRENT THE BRENT (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202* THE BRENT (FREE PERMIT PARKING PLACES) (DISABLED PERSONS) (REVOCATION) (NO. *) ORDER 202* THE BRENT (PARKING PLACES) (WEMBLEY STADIUM AREA) (NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6,45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985.

2. The general effect of the 'Waiting and Loading Restriction' Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in the Schedule to this Notice;

(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in the Schedule to this Notice;

(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in the Schedule to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in the Schedule to this Notice;

(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in the Schedule to this Notice would be revoked;

(f) minor drafting amendments are made to the waiting restrictions in Hamilton Road and Melbury Road to conform to the current on site layout.

3. The prohibitions referred to in sub-paragraphs 2(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

4. The general effect of the 'Disabled Persons Parking Places' Revocation Order would be to revoke the existing disabled parking place located opposite No. 16 Melbury Road.

5. The general effect of the 'Wembley Stadium Area Parking Places' Amendment Order would be to reduce in length the existing permit holders parking place in Chartley Avenue located on the side of No. 37 Cairnfield Avenue following the extension of double yellow lines.

6. Copies of the proposed Orders, of the relevant Orders of 1979, 2001 and 2019 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 OFJ.

8. Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to

trafficorders@brent.gov.uk, or in the post to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 5th Floor North Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/02/291 /NP, to arrive no later than 21 days from the date of publication of this notice.

Barn Rise, between the north-western building wall of No. 38 Barn Rise and 10 metres north-west of that building wall.

Carlisle Road, Colindale

(a) the north-west side, between 12.1 metres north-east of Stag Lane and 3.8 metres south-west of the southern boundary of No. 1 Stag Lane;

(b) the north-west side, between 2 metres north-east of the southern building wall of No. 1 Stag Lane and 10.3 metres north-east of that building wall;

(c) the south-west side, between 12.1 metres north-east of Stag Lane and 39.4 metres north-east of Stag Lane.

Carlyon Road, the south-east side, between 3.6 metres north-east of Nos. 32 and 34 Carlyon Road and 7.6 metres north-east of Carlyon Road.

Chartley Avenue

(a) the north-east side, between Cairnfield Avenue and 10 metres north¬west of Cairnfield Avenue;

(b) the south-west side, between Cairnfield Avenue and 18 metres north¬west of Cairnfield Avenue.

Kilburn Lane, the north-west side, between Nos. 93 and 95 Kilburn Lane and Nos. 113 and 115 Kilburn Lane.

Melbury Road, the south-west side, between 5 metres south-east of Dorchester Way and 4 metres south-east of the south-eastern wall of No. 128 Dorchester Way.

Olborough Road, the south-east side, between Nos. 26 and 28 Olborough Road and 6.7 metres south-west of Nos. 26 and 28 Olborough Road.

Rosemead Avenue

(a) the north-west side, between 0.4 metre north-east of the western building wall of Nos. 12 to 23 Damask Court, Rosemead Avenue and 9.6 metres south-west of that building wall;

(b) the south-east side, between 0.3 metre south-west of Nos. 33 and 35 Rosemead Avenue and 5.5 metres north-east of Nos. 33 and 35 Rosemead Avenue.

Russell Close, between Wyborne Way and 1.3 metres north-west of Nos. 1 and 2 Russell Close.

Uxendon Hill, the north-west side, between Nos. 39 and 41 Uxendon Hill and 2 metres south-west of Nos. 37 and 39 Uxendon Hill.

Wellacre Road, the south-east side, between 10 metres south-west of Northwick Circle and 13 metres south-west of Northwick Circle.

Wyborne Way, the north-west and south-west sides, between Russell Close

and 12 metres south-east of Nos. 1 and 3 Wyborne Way.
