What is happening?

KIRKLEES COUNCIL(TRAFFIC REGULATION)
(CONSOLIDATION ORDER PROVIDING
ON-STREET PARKING PLACES, WAITING,
LOADING AND STOPPING RESTRICTIONS
AND MIGRATION TO A ‘MAP-BASED’ FORMAT)
ORDER 2024 (AMENDMENT NO. 06) ORDER 2026

COMMERCIAL STREET, WELL LANE & SPA
STREET, BATLEY

The Council of the Borough of Kirklees propose to make the above Order under their powers in the Road Traffic RegulationAct 1984 the effect of which, as it affects a lengths of roads in the Batley area of the Kirklees district, will be to amend the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, LoadingAnd Stopping Restrictions and Migration to a ‘Map-Based’Format) Order 2024 so as to:

i. Prohibit the waiting at any time on lengths of the following roads in Batley:

1. Commercial Street
2. Well Lane

ii. Create free parking spaces for a maximum stay of 1hour with no return within 1 hour on a length of Well Lane, Batley (The restriction will apply from 08:00 – 18:00 Monday to Saturday)

iii. Revoke items in the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading and Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 relating to the existing waiting restrictions on a lengths of Well Lane, which will be redundant when certain parts of the restrictions referred to above are introduced: iv. Modify items in the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading and Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 relating to the existing free parking spaces on a length of Well Lane and the existing waiting restrictions on a length of Spa Street.

REASON: This scheme forms part of highway improvement works in Batley town centre aimed at improving road safety, managing parking demand, and supporting the efficient operation of the local highway network.

The proposed No Waiting atAny Time restrictions (double yellow lines) on Well Lane are intended to prevent vehicles from parking in locations where waiting would obstruct visibility, reduce the effective width of the carriageway, interfere with pedestrian movements, or impede access for residents, businesses, service vehicles and emergency services.

The amended parking bays (Mon – Sat 8am – 6 pm 1 Hour, No Return Within 1 Hour) on Well Lane will formalise existing on-street parking arrangements and provide shortstay parking opportunities for visitors and local businesses. The restrictions are designed to encourage turnover of parking spaces, improve accessibility, and ensure that parking provision is used efficiently.

The amended ‘No Waiting Monday to Saturday, 8.00 am to 6.00 pm’restrictions on Spa Street are intended to manage parking demand during the busiest periods of the day while allowing flexibility for parking outside these hours. These restrictions will help maintain traffic flow and road safety where all-day parking would be detrimental to the operation of the highway.

Together, these measures will improve visibility at junctions, maintain the free flow of traffic, safeguard pedestrian movement, provide appropriate short-stay parking opportunities, and contribute to a safer and more effective highway network within Batley town centre.
