Hysbysir drwy hyn fod Cyngor Sir Dinas a Sir Caerdydd, wrth arfer ei bwerau dan Ddeddf Rheoleiddio Traffig 1984 (fel y’i diwygiwyd), Rhan 6 Deddf Rheoli Traffig 2004 fel y’i diwygiwyd a Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013, Gorchymyn Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Canllawiau ar Lefelau Taliadau) (Cymru) 2013, a’r holl bwerau gorfodi eraill, wedi gwneud Gorchymyn a fydd yn gosod cyfyngiadau traffig ar y darnau o ffordd a nodir yn yr Atodlen isod. Mae natur y cyfyngiadau a theitlau’r gorchmynion arfaethedig hefyd wedi eu disgrifio yn yr Atodlen honno.

2. Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Clearwater Way, Caerdydd) (Unffordd) 2026 yn cynnig:
a) eich atal rhag gyrru unrhyw gerbyd ac eithrio i gyfeiriad gorllewinol a hyd Clearwater Way o’r gyffordd â Carnegie Drive i’r gyffordd â Lakeside Drive
b) atal unrhyw gerbyd rhag mynd i Clearwater Way o’r gyffordd â Lakeside Drive.

NEW TRAFFIC PROPOSALS FOR THE CITY AND COUNTY OF CARDIFF
Notice is hereby given that the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 (as amended), The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Road Traffic Contraventions (Guidelines on Levels of Charges) (Wales) Order 2013, and of all other enabling powers intends to impose traffic restrictions on the lengths of road referred to in the Schedule below. The nature of the restrictions and the titles of the proposed orders are also described in the said Schedule.
The following will apply to eligible residents wishing to apply for Residents Parking Permits. No more than 3 permits will be issued per property (one of which being a Visitor Permit) and the cost of such permits will be in accordance with the County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2026 Schedule 4 which are for the time being:-

Any objections and other representations relating to the orders must be submitted in writing on or before 27th November 2026 or by email to roadtrafficorderobjections@cardiff.gov.uk and must contain the grounds on which you object.

1. The County Council of The City and County of Cardiff (Prohibitions And Restrictions Of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2026 (Amendment No 32) Order 2026 proposes to:
a) Prevent you from waiting at any time in:
1) Carnegie Drive on its
i) north east side from its junction with Clearwater Way to the access point of the unnamed lane located between property numbers 17 and 31 Clearwater Way, and from the access point between property numbers 17 and 31 for a distance of 13.3 metres north west, and
ii) south side from a point 69.7 metres east of its junction with Lakeside Drive for a distance of 30.5 metres east, and
iii) south west side from its junction with Clearwater Way for a distance of 12.8 metres north, and
iv) south side from its junction with Lakeside Drive for a distance of 10 metres east, and
v) north side from its junction with Lakeside Drive for a distance of 11 metres east
2) Lakeside Drive on its
i) east side from its junction with Carnegie Drive for a distance of 12.5 metres south
ii) north east side from its junction with Carnegie Drive for a distance of 11 metres north
iii) east side from its junction with Clearwater Way for a distance of 9.3 metres north west and 7 metres south.
3) Clearwater Way on its
i) southeast side from its junction with Lakeside Drive for a distance of 7 metres east, and from a point 79.5 metres east of its junction with Lakeside Drive for a distance of 4.5 metres east, and from a point 135.1 metres north east from the same junction for a distance of 41.4 metres north east, and from a point 182.6 metres north east of the same junction for a distance of 8 metres north east, and

5) Celyn Avenue on its north side from its junction with Ogwen Drive for a distance of 15.3 metres east, and on its north east side from its junction with Ogwen Drive to its junction with Claerwen Drive and from its junction with Claerwen Drive for a distance of 10 metres north west, and on its south west side from a point 10 metres west of its junction with Clearwater Way to the access point between property numbers 68 and 37 Clearwater Way
6) Ogwen Drive on its east side from its junction with Celyn Avenue for a distance of 16 metres north and on its west side from the same junction for a distance of`17 metres north
7) Claerwen Drive on its south east side from its junction with Celyn Avenue for a distance of 9 metres north east and on its north west side from the same junction for a distance of 10 metres north west
b) Prevent you from waiting between the hours of 8am – 6:30pm Monday to Saturday (inclusive) in
i) Carnegie Drive on its south west side from a point 12.8 metres north west of its junction with Clearwater Way for a distance of 23.8 metres north west
ii) Clearwater Way on its south east side from a point 24.3 metres south east of its junction with Lakeside Drive for a distance of 38 metres south west, and from a point 20 metres south west of its junction with Celyn Avenue for a distance of 25.5 metres southwest
iii) Celyn Avenue on its south side from a point 63 metres east of its junction with Clearwater Way for a distance of 49 metres east
c) Establish a Permit Parking Area (R3) operational between the hours of 8am – 6:30pm Monday to Saturday (inclusive)
in Carnegie Drive throughout its length, except where other restrictions apply
d) Introduce a shared use Permit Holders and Limited Waiting bay with a maximum stay of 2 hours (no return within 2 hours) operational Monday – Saturday (inclusive) between the hours of 8am – 6:30pm in:
1) Clearwater Way on its
3) south east side from a point 190 metres north east of its junction with Lakeside Drive for a distance of 15 metres south east, and from a point 175 metres north east of the same junction for a distance of 7.6 metres south east, and from a point 83.5 metres north east of the same junction for a distance of 51.1 metres south east, and from a point 61.1 metres north east of its junction with Lakeside Drive for a distance of 17.7 metres south east, and from a point 7 metres north east of the same junction for a distance of 17.3 metres south east
4) north west side from a point 20 metres south west of its junction with Celyn Avenue for a distance of 48 metres north west
2) Celyn Avenue on its south side from a point 36 metres south east of its junction with Clearwater Way for a distance of 25 metres south east
2. The County Council of The City and County of Cardiff (Clearwater Way, Cardiff) (One Way) Order 2026 proposes to:
a) prevent you from driving any vehicle other way than in a westerly direction along Clearwater Way from its junction with Carnegie Drive to its junction with Lakeside Drive
b) prevent any vehicle from entering Clearwater Way from its junction with Lakeside Drive.
