HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn Bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:

1. Daw’r Gorchymyn i rym ar 4ydd Tachwedd 2026 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Disgwylir y bydd y gwaith yn cael ei gwblhau rhwng 4ydd Tachwedd 2026 a’r 7fed Ionawr 2027.

2. Mae'r Gorchymyn yn angenrheidiol i wneud gwaith yn adnewyddu’r bibell nwy mewn modd diogel yn y lleoliad. Bydd mynediad rhesymol yn cael ei gynnal ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol ar gau.

3. Effaith y Gorchymyn fydd:
i. Cau dros dro ran o Heol Santes Helen, Y Fenni, Sir Fynwy, o'r gyffordd â Chul-de-sac Santes Helen i'r gyffordd â Stryd Commercial.
ii. Cau dros dro ran o Stryd Commercial, Y Fenni, Sir Fynwy, o'r gyffordd â'r A40 i'r gyffordd â Heol Merthyr.
iii. Atal dros dro'r system unffordd ar Stryd Commercial, Y Fenni, Sir Fynwy, o’r gyffordd â'r A40 yn llwyr.
iv. Cyflwyno system ddwyffordd dros dro i Stryd Commercial, Y Fenni, Sir Fynwy o'r gyffordd â'r A40 i'w chyffordd â Heol Merthyr i ganiatáu mynediad/allanfa yn unig.

4. Bydd llwybr dargyfeirio fel a ganlyn:
Dargyfeiriad A: A40, Heol Merthyr ac i'r gwrthwyneb
Dargyfeiriad B: Heol Santes Helen, Heol yr Undeb Dwyrain, Stryd y Parc
Dargyfeiriad C: Heol Santes Helen, Stryd y Parc, Banc yr Haul, Heol Merthyr, A40

5. Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro Heol Santes Helen Stryd Commercial, Y Fenni, Sir Fynwy 2026.

6. Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984  

MONMOUTHSHIRE COUNTY COUNCIL
(ST HELEN'S ROAD AND COMMERCIAL STREET, ABERGAVENNY, MONMOUTHSHIRE)
TEMPORARY TRAFFIC REGULATION NOTICE 2026  

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1.     The Order shall come into operation on the 4th November 2026 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 4th November 2026 and 7th January 2027.  

2.     The order is necessary for Gas Main Replacement works to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure.  

3.     The effect of the order will be:
I.    To temporarily close a section of St Helen's Road, Abergavenny, Monmouthshire , from its junction with St Helen's Close to its junction with Commercial Street.
II.     To temporarily close a section of Commercial Street, Abergavenny, Monmouthshire , from its junction with A40 to its junction with Merthyr Road.
III.    To temporarily suspend the one-way system on Commercial Street, Abergavenny, Monmouthshire, from its junction with the A40 for its entire length.
IV.   To introduce a temporary two-way system to Commercial Street, Abergavenny, Monmouthshire from its junction with the A40 to its junction with Merthyr Road to allow for access/egress only.

4.     A signed diversionary route will be in place as follows:-
Diversion A: A40, Merthyr Road and vice versa
Diversion B: St Helen’s Road, Union Road East, Park Street
Diversion C: St Helen's Road, Park Street, Sunny Bank, Merthyr Road, A40.  

5.     This order may be cited as the St Helen's Road and Commercial Street, Abergavenny, Monmouthshire Temporary Traffic Regulation Order 2026  

6.     By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
