ROYAL BOROUGH OF GREENWICH
ROAD TRAFFIC REGULATION ACT 1984
HIGHWAYS ACT 1980

Footscray Road – Pedestrian Crossing Improvements outside Wyborne Primary School [T18(26)]

The Greenwich (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. *) Order 202*

The Greenwich (Charged For-Parking Places) (Amendment No. *) Order 202*
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich (hereinafter referred to as “the Council”) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (RTRA 1984), as amended.
2. The general effect of the Orders would be:
a) in Footscray Road (between the junctions with (j/w) Ivor Grove and Hainault Street) to:
(north-east side)
i. revoke 40 metres (m) of the single yellow line waiting restriction (SYL) outside Nos. 323 to 347;
ii. relocate the existing footway parking place outside Nos. 323 to 341 southeastwardly, from a point outside No. 327 and on the carriageway;
iii. convert 20.4m of SYL, northwestwardly from a point outside No. 311, to double yellow lines ‘at any time’ waiting restriction (DYLs) and
provide no loading ‘at any time’ restriction for that length;
(south-west side)
iv. convert the SYL outside Nos. 324 to 332 to DYLs, joining existing DYLs on either side; and
v. provide no loading ‘at any time’ restriction for the entire length of the proposed extended DYLs (approx. 55m) referred to in point 2.d) above;
vi. provide no loading ‘at any time’ restriction between its j/w Ivor Grove and a point opposite No. 311 (approx. 15m);
b) to provide no loading ‘at any time’ restriction in:
i. Ivor Grove – (south-east side) between its j/w Footscray Road and a point 7.3m from said junction;
ii. Hainault Street – (north-west side) between its j/w Footscray Road and a point 9m from said junction;
3. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, as amended, propose to convert the ‘Zebra’ pedestrian crossing in Footscray Road, outside No. 319, to a raised Zebra crossing by introducing a speed table.
Note: The speed table would be an elevated section of the carriageway, between 75 and 100 millimetres higher than the surrounding carriageway, extending across the full width of the carriageway, including areas used by cyclists, so that the flat top of the speed table or raised entry treatment and the adjoining footways form a continuous surface. The existing zig zag markings (on which no vehicle is permitted to stop at any time) associated with the pedestrian crossing will remain on-street unchanged.
4. Copies of the proposed Orders and other relevant documents can be inspected during normal office hours on Mondays to Fridays, inclusive, at the Woolwich Centre Library, The Woolwich Centre, 35 Wellington Street, London SE18 6HQ.
5. Any person who wishes to object to the proposals or make other representations should send a statement in writing by 11th November 2026 to: Highways and Traffic Team, 3rd Floor, The Woolwich Centre, 35 Wellington Street, London SE18 6HQ or traffic.team@royalgreenwich.gov.uk,
