NOTICE IS HEREBY GIVEN that the Assistant Director – Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Guest Street, Leigh) (Temporary Closure) Order 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Guest Street, Leigh on 18th November 2026 between the hours of 19:00 and 22:00 only.
The alternative route for traffic is: Holden Road – Manchester Road – Chapel Street – Princess Street.
The Order is necessary to allow the replacement of frame and cover.
Wigan Borough Public Footpath (Unnamed Paths Keble Grove, Leigh) (Temporary Closure) Order 2026 Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director – Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough Public Footpath (Unnamed Paths Keble Grove, Leigh) (Temporary Closure) Order 2026 which will come into operation on 5th October 2026.
The effect of the Order means that no person shall, except upon the direction or with the permission of a police constable use:
the unnamed path from its junction with Wigan Road at Point A as shown on the Order Map at grid reference 364344 401500, in a northeasterly direction to Point B as shown on the Order Map at grid reference 364363 401512 for a distance of approximately 23 metres.
the unnamed path from its junction with Keble Grove at Point C as shown on the Order Map at grid reference 364391 401571, in a southerly direction to its junction with Kingsley Street at Point D as shown on the Order Map at grid reference 364412 401495 for a distance of approximately 80 metres.
Please note that there will be no alternative route.
The unnamed public footpaths will be closed for a period of six months commencing on 5th October 2026 to enable development to take place of the construction of 24 apartments, and to safeguard the public whilst work is undertaken.
Notice of Confirmation of Public Path Order Town & Country Planning Act 1990 Section 257 And Paragraph 7 of Schedule 14 Wigan Borough Council (Public Footpath Leigh No. 85, 86, 88) Public Path Stopping Up And (Public Footpath Leigh No. 86a And 88a) Public Path Creation Order 2026
On the 24th September 2026 Wigan Borough Council confirmed the above order. The effect of the order as confirmed is to Stop up:
- Public footpath Leigh No. 85 is described in the Definitive Statement for Leigh as: “Footpath commences at the jct. with Footpaths 73 and 74 and proceeds S. across pasture for about 75 yds. Not very well defined. Joins with footpaths 86 and 88 in middle of field.” There is no width stated within the definitive statement for public footpath Leigh No.85. The full width of this public footpath is to be stopped up at its junction with public footpath Leigh No. 73 & 74 at Point A on the map at grid reference 367675 401143, in a southerly direction for approximately 71 metres to its junction with public footpath No 86 and 88 at Point B on the map at grid reference 367690 401073.
- Public footpath Leigh No. 86 is described in the Definitive Statement for Leigh as: “Starts at the above jct. and runs downhill to centre post stile in dip at gap in hedges. Proceeds due E., running on the S. side of bank with hedges on top. Bank gradually petering out and footpath ends at jct. with estate road.” There is no width stated within the definitive statement for public footpath Leigh No.86. The full width of this public footpath is to be stopped up at its junction with public footpaths Leigh No. 85 & 88 at Point B on the map at grid reference 367690 401073, in an easterly direction for approximately 226 metres to its termination at the junction of Regent Drive and Imperial Drive at Point C on the map at grid reference 367912 401086.
- Public footpath Leigh No. 88 is described in the Definitive Statement for Leigh as: “Footpath commences at stile on the No. side of footpath 99 and proceeds N. across open fields rising sharply to another stile some 130 yds. on. Continues from this point across pasture field to third stile after a further 75 yds. continuing to jct. with footpaths 86 and 85.” There is no width stated within the definitive statement for public footpath Leigh No.88. The full width of this public footpath is to be stopped up at its junction with Queensway at Point D on the map at grid reference 367736 400787, in a northerly direction for approximately 292 metres to its junction with public footpaths Leigh No. 85 & 86 at Point B on the map at grid reference 367690 401073.
Create an alternative:
- Public footpath Leigh No. 86A will run from Queensway at Point H on the map at grid reference 367870 401162 in a westerly direction for approximately 168 metres to public footpath Leigh No. 74 at Point G on the map at grid reference 367708 401167. The surface will be natural grassland, 1.5 metres wide. At approximate grid reference 367713 401166 there is an A-frame barrier.
- Public footpath Leigh No. 88A will run from Queensway at Point E on the map at grid reference 367779 400885 in a westerly direction for approximately 478m to public footpath Leigh No. 72 & 73 at Point F at grid reference 367387 400985. The surface will be bitmac and 2 metres wide.

The order comes into force on the date on 8th October 2026 but if any person aggrieved by the order desires to question its validity or that of any provision contained in it on the ground that it is not within the powers of the above Act, or on the ground that any requirement of that Act or any regulation made under it has not been complied with in relation to the confirmation of the order, he or she may apply to the High Court for any of these purposes under section 287 of the Town and Country Planning Act 1990 within 6 weeks from the date on which notice is first published as required by Paragraph 7 of Schedule 14 to that Act.
Warrington Road, Wigan – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director – Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Warrington Road, Wigan) (Temporary Closure) Order 2026 which will come into operation on 24th October 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Warrington Road, Wigan on 24th October 2026 to 1st November 2026.
A signed diversion route for traffic will be in place.
The Order is necessary to allow the upgrade of a 5G mast.
Woodhouse Street, Atherton – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director – Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Woodhouse Street, Atherton) (Temporary Closure) Order 2026 which will come into operation on 2nd November 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Woodhouse Street, Atherton on 2nd November 2026 to 13th November 2026.
The alternative route for traffic is: Tyldesley Road – Millers Lane – Hamilton Street.
The Order is necessary to allow new water connection.
Proposed Extension of Public Spaces Protection Order No. 4 of 2023
Anti-Social Behaviour, Crime and Policing Act 2014
NOTICE IS HEREBY GIVEN that Wigan Borough Council (“the Council”) proposes to extend the above Public Spaces Protection Order (“the Order”) under section 59, 64 and 72 of the Anti-Social Behaviour, Crime and Policing Act 2014 (“the Act”).
The Council, being the appropriate local authority and in pursuance of its powers under the Highways Act 1980, made 322 Gating Orders which on 20th October 2017 automatically transitioned to Public Spaces Protection Orders (“the Original Orders”) pursuant to the Act as described in the first schedule. Subsequently, on 19th October 2020, the Original Orders were extended for a further period of 3 years.
On 19th October 2023, the Council being the appropriate local authority and in pursuance of its powers under the Act extended the Public Spaces Protection Order [No.3 of 2020] (Public Spaces Protection Orders (formerly known as Gating Orders) No. 1-No. 322). As a result, the Public Spaces Protection Order No. 4 of 2023 came into being.
It is proposed that the Council, in its capacity as local authority and in pursuance of the Section 60 of the Act and all other enabling powers, extends the Public Spaces Protection Order No. 4 of 2023.
If a person is found in breach of any conditions of the order, they shall under section 63 and/or 67 of the Act is liable to a fixed penalty notice in lieu of prosecution or, on summary conviction to a fine not exceeding level 2 and/or 3 on the standard scale.
