NOTICE IS HEREBY GIVEN that The Leicester City Council PROPOSES TO MAKE an Order under Sections 1, 2, 4, 5, 32, 35, 35A and 63A and Part IV of Schedule 9 of the Road Traffic Regulation Act, 1984, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, and by the virtue of section 74 of the Traffic Management Act 2004 ("the 2004 Act") as amended and all other enabling powers, in respect of roads in the City of Leicester being a Civil Enforcement Area (CEA).
The effects of the Order, are:
• To provide a Residents permit parking only past this point, Residents' Zone 'N' operating all hours on all days on the following roads: St Michaels Avenue and Lancashire Street.
• To introduce double kerb markings which prohibit vehicles from waiting and loading at all times on the junctions of Melton Road with St Michaels Avenue, Lancashire Street and Stafford Street, and on the junctions of Harrison Road with St Michaels Avenue, Lancashire Street and Stafford Street.
• To introduce shared use residents' parking/limited waiting bays on parts of St Michaels Avenue, Lancashire Street and Stafford Street. In the case of Stafford Street, this will replace the motorcycle bay which is no longer needed due to closure of the workshop.
• To introduce double yellow lines which prohibit waiting at all times on part of Lancashire Street where there is an entrance to off-street properties.
A COPY of the proposed Order, the relevant plans, the Council's statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council's website: leicester.gov.uk/trafficregulationorders, on Traffweb: https://leicester.traffweb.app or during normal opening hours at Leicester City Council, Customer Service Centre, 91 Granby Street, Leicester, LE1 6FB.
OBJECTIONS to the proposed Order should be made in writing by post to Leicester City Council, City Hall, 115, Charles St, Leicester, LE1 1FZ or by e-mail to TROteam@leicester.gov.uk.
Any objections should state the grounds on which they are made and must be received by 31st October 2026. The formal reason for these proposals is for preserving or improving the amenities of the area through which the roads run.
The Order proposes that the City Council is to introduce a 'residents permit parking only past this point', zone 'N' on St Michaels Avenue and Lancashire Street as an extension to the existing scheme on Stafford Street. Only permit holders can park on these streets, except in signed bays.
