What is happening?

SECTION 14(1)(A) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

TEMPORARY ROAD CLOSURE – PINNER VIEW

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate Cadent gas utility works.

1. The order may be cited as the Harrow (Pinner View) Temporary Traffic Order 2026 and would be operational on 12th October 2026 and would remain in effect for a legal duration of 18 consecutive months or until the completion of the works, whichever is the sooner. It is anticipated that all the work should be complete by 27th November 2026.

2. Vehicles would be prohibited from entering or exiting Pinner View, at its junctions with Headstone Gardens.

3. Vehicles would be prohibited from waiting or loading at any time when signs are in place on Headstone Gardens, between 98 and junction of Albert Road.

4. Vehicles would be prohibited from entering or exiting Pinner View between its junctions with Kingsfield Avenue and Cunningham Park.

5. Vehicles would be prohibited from waiting or loading at any time, when signs are in place on Cunningham Park between Pinner View and property 73.

6. Vehicles would be prohibited from waiting or loading at any time, when signs are in place on Cunningham Park between Pinner View and property 82.

7. Vehicles would be prohibited from waiting or loading at any time, when signs are in place on Kingsfield Avenue between Pinner View and outside and opposite property 117.

8. Vehicles would be prohibited from waiting or loading at any time, when signs are in place on Pinner View between its junctions with Kingsfield Avenue and Umpire View.

9. Vehicles would be prohibited from waiting or loading at any time, when signs are in place on Pinner View between its junctions with Cunningham Park and Longley Road.

10. Vehicles would be prohibited from entering or exiting Victor Road at its junction with Pinner View.

11. Vehicles would be prohibited from waiting or loading at any time, when signs are in place on Victor Road, between its junction with Pinner View and Albert Road.

12. Nothing in paragraph 2 above would apply to:-

a) any vehicle being used for ambulance, fire brigade or police purposes;

b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

d) any vehicles used in connection with the Cadent Gas utility works;

e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

13. The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

14. Northbound Pinner View junction with Headstone Gardens diversion route; via Victor Road, Albert Road, Headstone Gardens and vice versa.

15. Southbound Pinner View junction with Headstone Gardens diversion route; via Headstone Gardens, Harrow View, Headstone Road, Pinner Road, Pinner View and vice versa.

16. Southbound Pinner View junction with Cunningham Park diversion route; via Pinner View, Pinner Road, Headstone Road, Cunningham Park and vice versa.

17. Northbound Pinner View junction with Cunningham Park diversion route; via Pinner View, Headstone Gardens, Harrow View, Cunningham Park and vice versa.

18. Southbound Pinner View junction with Kingsfield Avenue diversion route; via Pinner View, Pinner Road, Station Road, Kingsfield Avenue and vice versa.

19. Northbound Pinner View junction with Kingsfield Avenue diversion route; via Pinner View, Parkside Way, Kingsfield Avenue and vice versa.

20. Victor Road diversion route; via Albert Road, Headstone Gardens, Pinner View and vice versa.
