ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL

(VARIOUS LOCATIONS, HYNDBURN BOROUGH) (VARIOUS PARKING RESTRICTIONS (25-26 NO2D)) ORDER 2026

NOTICE IS HEREBY GIVEN that on 29th September 2026 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to: 

1. Introduce a prohibition of waiting in the following lengths of road:
a) Blackburn Road, Oswaldtwistle, both sides, from its junction with the centreline of Buttermere Drive for a distance of 48 metres in a northeasterly direction; b) Spring Street, Rishton, the east side, from a point 3.5 metres southeast of its junction with the centreline of Brook Street for a distance of 12 metres in a south easterly direction.

2. Introduce a restriction of waiting Monday to Friday between 7am and 7pm in Corporation Street, Accrington, the south side, from its roundabout junction with the centreline of Willows Lane for a distance of 17 metres in a south westerly direction.

This Order will come into force on the 12th October 2026. 

A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Hyndburn Borough Council, Scaitcliffe House, Ormerod Street, Accrington, BB5 0PF, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website https://www.lancashire.gov.uk/roads-parking-andtravel/roads/roadworks-and-traffic-regulation-orders/permanenttraffic-regulation-orders/, quoting ref: LSG4/894_21214/AFR. 

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
