ESSEX COUNTY COUNCIL

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.87) Order 2026
Notice is hereby given that ESSEX COUNTY COUNCIL has made the above Order under Sections 1(1), 2(1) to (4), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).
Effect Of The Order:

1. Implement: ‘No Waiting At Any Time’ Restrictions

Road

Description

Trotters Road

Both Sides: From a point approximately 8 metres south of the extended southern kerb line of Upper Mealines south for approximately 12 metres (Plan 1)

Commonside Way

i. Both Sides: From a point approximately 11.5 metres east of the extended eastern kerb line of Radburn Close east for approximately 9 metres (Plan 3)

ii. North Side: From a point approximately 18.5 metres east of the extended eastern kerb line of Rundells, east for approximately 12 metres (Plan 4)

iii. North Side: From a point approximately 1 metre east of the common property boundary of No’s 286 and 287 Commonside, west for approximately 12 metres. (Plan 5)

iv. South Side: From a point approximately 1 metre east of the common property boundary of 287 and 286 Commonside Road west for approximately 7 metres. (Plan 5)

v. Both Sides: From a point approximately 9 metres east of the western property boundary of No. 6 Commonside Road, for approximately 12 metres (plan 6)

Rundells

South Side: from its junction with Commonside Road south west for approximately 5 metres (Plan 5)

This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) And (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tiles: TL460 080 Revision 1 to Revision 2 and TL455 080 Revision 1 to Revision 2.

2. Removal: Traffic Calming Measure – Cushions

Road

Description

Trotters Road

i. Western speed cushion: From a point approximately 6.5 metres north of the northern kerb line of Latton Common Road

ii. Eastern speed cushion: From a point approximately 10 metres north of the northern kerb line of Latton Common Road

iii. Both sides of the road. The speed cushion centre is located approximately 1.5 metres East of the eastern kerb line of Radburn Close

3. Implement: Traffic Calming Measure – Cushions

Road

Description

Trotters Road

Both sides of the road. From a point approximately 9.5 metres south of the southern kerb line of Latton Common Road.

Commonside Way

i. Both sides of the road. From a point approximately 18 metres east of the eastern kerb line of Radburn Close (Plan 3).

ii. Both sides of the road. From a point approximately 25 metres east of the eastern kerb line of Pundells (Plan 4).

iii. Both sides of the road. From a point approximately 5 metres west of the property boundary of 286 and 287 Commonside Road (Plan 5).

iv. Both sides of the road. From a point approximately 5 metres east of the eastern property boundary of 6 Commonside Road (Plan 6).

Note: These Cushions will typically be approximately 1.5m x 3.6m long, by 75mm in Height and with a gradient of 0.1.

Date of operation: The Order will come into operation on 12 October 2026.

Application to the high court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Taylors Footpath, Harlow) - (Temporary Prohibition of Use) Order 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect Of The Order:
To temporarily close Taylors Footpath in the District of Harlow, from number 83 south for approximately 16 metres.

Diversion route via: footpath along Taylors vice versa.

The closure is scheduled to commence on 20 October 2026 to 23 October 2026 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public whilst installation of a new electricity supply takes place.

The Order will come into effect on 20 October 2026 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(Church Lane, Matching) - (Temporary Prohibition Of Traffic) Order 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
To temporarily close that length of Church Lane, Matching in the District of Epping Forest, from its junction Matching Tye Road for a distance of approximately 230m in a north westerly then north easterly direction.

The closure is scheduled to commence on 9th November 2026 for 5 days or where stated on a valid permit (BC311001D146032 – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Openreach.

An alternative route is available via: Church Lane, B183, Matching Road, Downhall Road, Matching Tye Road and vice versa.

The Order will come into effect on 15th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Cross Roads, Waltham Abbey) - (Temporary Prohibition Of Traffic) Order 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
To temporarily close that length of Cross Roads, Waltham Abbey in the District of Epping Forest, from its junction with Epping New Road to its junction with Fairmead Road a distance of approximately 210m.

The closure is scheduled to commence on 6th November 2026 for 1 night (21:00-05:00), or where stated on a valid permit (EP2012405731 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cattle grid cleaning works are undertaken by Essex County Council.

An alternative route is available via: Cross Roads, Pauls Nursery Road, Wake Road, Woodridden Hill, Wake Arms Roundabout, Epping New Road, Robin Hood Roundabout and vice versa.

The Order will come into effect on 15th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Forest Side, Waltham Abbey) - (Temporary Prohibition Of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
To temporarily close that length of Forest Side, Waltham Abbey in the District of Epping Forest, from its junction with Honey Lane for a distance of approximately 125m in a south westerly direction.

The closure is scheduled to commence on 5th November 2026 for 1 night (21:00-05:00) or where stated on a valid permit (EP2012405617 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cattle grid cleaning works are undertaken by Essex County Council.

An alternative route is available via: Claypit Hill, Wake Road, A121 (with access only into Forest Side) and vice versa.

The Order will come into effect on 15th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Wake Road, Waltham Abbey) - (Temporary Prohibition Of Traffic) Order 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
To temporarily close that length of Wake Road, Waltham Abbey in the District of Epping Forest, from its junction with Woodridden Hill for a distance of approximately 100m in a south westerly direction.

The closure is scheduled to commence on 6th November 2026 for 1 night (21:00-05:00) or where stated on a valid permit (EP2012450732 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cattle grid cleaning works are undertaken by Essex County Council.

An alternative route is available via: A121, Forest Side, Claypit Hill (with access only into Wake Road) and vice versa.

The Order will come into effect on 15th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Forest Avenue, Chigwell) - (Temporary Prohibition Of Traffic) Order 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
To temporarily close that length of Forest Avenue, Chigwell in the District of Epping Forest, from a point approximately 80m southeast of its junction with High Road for a distance of approximately 2m in a south easterly direction.

The closure is scheduled to commence on 28th October 2026 for 3 days or where stated on a valid permit (EP201EH2407390 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

No diversion route is available.

The Order came into effect on 1st October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Sedge Green, Nazeing) - (Temporary Prohibition Of Traffic) Order 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
To temporarily close that length of Sedge Green, Nazeing in the District of Epping Forest, from its junction with Meadgate Road for a distance of approximately 30m in a north easterly direction.

The closure is scheduled to commence on 26th October 2026 for 3 days or where stated on a valid permit (MX05610286890 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while meter exchange works are undertaken by Affinity Water.

An alternative route is available via: Sedge Green, Hamlet Hill, Tylers Road, B181, Common Road, Nazeing Common, Middle Street and vice versa (with access only into Sedge Green).

The Order came into effect on 1st October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) & (High Street, Brentwood & Stapleford Road, Stapleford Abbotts) (Temporary Suspension of 7.5 Tonne Weight Restriction) Order (No.13) 2026
Notice is hereby given that the ESSEX COUNTY COUNCIL has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect Of The Order:
1. To temporarily close that length of road in the District of Epping Forest as specified in the Schedule.

2. To temporarily suspend the 7.5T weight restriction on that length of High Street, Brentwood, in the Borough of Brentwood from its junction with Ongar Road to its junction with Kings Road as detailed in "The Essex County Council (A1023 High Street, Brentwood) (7.5 Tonne Weight Restriction) Order 2010" for the duration of the above closures only.

3. To temporarily suspend the 7.5T weight restriction on that length of Stapleford Road, Stapleford Abbotts in the District of Epping Forest from its junction with Hook Lane to its junction with Bournebridge Lane as detailed in "Epping Forest District (Roding Valley Area) (Weight and Width Restrictions) Order 1992" for the duration of the above closures only.

4. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of road specified in the Schedule. Signs will be installed indicating when the No Waiting restriction will be in force.

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 1st October 2026 exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public.

Access will be maintained for emergency services.

Diversion routes will be signed at each location, and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
