Notice of Temporary Traffic Order

Oxford, Horspath Driftway

Prohibition of Through Traffic and Waiting

Date of Order: 28 September 2026

Coming into force: 8 October 2026

This Order is being introduced because of resurfacing of the carriageway and subsequent reinstatement of all lines and road markings which are anticipated to be completed by 17 October 2026. This will operate between 20:00 and 06:00hrs. The effect of the Order is to temporarily prohibit any vehicle proceeding or waiting in the whole length of Horspath Driftway between the A4142 Eastern Bypass and The Slade. Appropriate traffic signs will be displayed to indicate when and where the measures are in force.

Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic affected by the closure is via the B4495, B480, A4142 and vice versa. The junction with the bypass will be closed.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref: T18386/AC)

Oxfordshire County Council intends to make a Temporary Traffic Regulation Order under Section 14(1) of the Road Traffic Regulation Act 1984.

This Order follows the Temporary Traffic Regulation Notice previously issued under Section 14(2) of the Road Traffic Regulation Act 1984 (Reference 354). The restriction remains necessary to allow the works to continue and this Order continues the temporary restriction under Section 14(1) of the Road Traffic Regulation Act 1984.

Description of Works: Micro asphalt carriageway being carried out by Oxford Direct Services.

The anticipated completion date is 23/10/2026 17:30

(Temporary Traffic Regulation Orders have a maximum duration of 18 months, or 6 months for footpaths, bridleways, cycle tracks and byways that are open to all traffic).

Access: Access will be maintained for emergency service vehicles and for properties within the closed section of road where reasonably practicable.

Comes into force: 6/6/2026

This Order continues in force a footway closure commenced 15/05/2026 because of footbridge safety reasons due to risk of collapse. The effect of the Order is to close temporarily the footbridge until repairs can be arranged, over the A4142 Eastern Bypass Road between Cottesmore Road and Thomson Terrace. Exemptions are included for emergency services and for the works. Appropriate signs are displayed to indicate when and where the measures are in force. The alternative route is via Cottesmore Road, Asquith Road, turn right alongside No. 39, turn through the subway, turn onto Oxford Road, Sandford Road, Railway Lane, Thomson Terrace and vice versa. Detailed discussions are being undertaken between the Council, planners, designers and constructions providers, and various financing options being considered, all of which will take time to bring to a suitable option. This Order, with the consent of the Secretary of State for Transport will remain in force until 30 November 2027 or until the works have been completed whichever is the sooner. (Ref: T18208/JP)
