Enfield - Changes to Parking Tariffs and Introduction of 30 Minutes’ Free Parking

LONDON BOROUGH OF ENFIELD
30 Minute’ Free Parking and Changes to Parking Tariff at Various Locations
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) propose to make the following Orders under sections 32, 33, 35, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, as applicable to each Order:-
(a) the Enfield (Parking Places) (Paid Parking) (Consolidation) Order 202*;
(b) the Enfield (Off-Street Parking Places) (No.*) Order 202*;
(c) the Enfield (Residents and Shared Use Parking Places) (Upper Edmonton) (Amendment No.*) Order 202*; and
(d) the Enfield (Residents and Shared Use Parking Places) (Queens Avenue) (Amendment No.*) Order 202*.
2. The general effect of the Orders would be to introduce a co-ordinated package of changes to on-street paid parking, Council off-street car parks and specified shared-use parking places, including a free parking period of up to 30 minutes and revised parking tariffs.
3. In respect of on-street paid parking places, the general effect of the Enfield (Parking Places) (Paid Parking) (Consolidation) Order 2026 would be to:-
(a) consolidate the existing on-street paid parking place Orders into a single Order and re-designate the paid parking places to which the Order applies;
(b) introduce a free parking period of up to 30 minutes, limited to one session per vehicle per calendar day, whether used in an eligible on-street paid parking place or in an eligible Council off-street parking place within the borough;
(c) provide the following on-street parking tariffs, subject to the maximum stay applicable to the parking place:-
(i) up to 30 minutes – £0.00;
(ii) up to 1 hour – £3.30;
(iii) up to 2 hours – £6.50;
(iv) up to 3 hours – £8.00 in the North Middlesex Hospital area only; and
(v) up to 4 hours – £9.00 in the North Middlesex Hospital area only;
(d) provide that where a chargeable parking period is selected following use of the free 30-minute period during the same continuous stay, the selected parking period is the total authorised duration from the start of that stay and is not additional to the free period;
(e) provide for cashless electronic parking sessions and evidence of parking entitlement by electronic record; and
(f) revoke and replace the existing on-street paid parking Orders specified in the Consolidation Order.
4. In respect of Council off-street parking places, the general effect of the Enfield (Off-Street Parking Places) (No. 1) Order 2026 would be to:-
(a) consolidate the Council’s off-street parking place provisions into a single Order;
(b) introduce a free parking period of up to 30 minutes, limited to one session per vehicle per calendar day, on Mondays to Saturdays, whether used in an eligible Council off-street parking place or an eligible on-street paid parking place within the borough, to which the new tariff applies;
(c) introduce the following Monday to Saturday tariff at Enfield Town car parks and other public car parks to which the Order applies:-
(i) up to 30 minutes – £0.00;
(ii) up to 1 hour – £1.60;
(iii) more than 1 hour and up to 3 hours – £3.10;
(iv) more than 3 hours and up to 5 hours – £7.10; and
(v) over 5 hours – £11.50;
(d) retain the existing Enfield Town Sunday tariff, including free parking for up to 3 hours, followed by £7.10 for more than 3 hours and up to 5 hours and £11.50 for over 5 hours;
(e) remove the existing dedicated 45-minute free parking arrangements at Lodge Drive and Fords Grove and replace them with the borough-wide 30-minute free parking arrangement; and
(f) revoke and replace the existing off-street parking Orders specified in the consolidation Order.
5. In respect of the shared-use parking places in Upper Edmonton, the general effect of the Enfield (Residents and Shared Use Parking Places) (Upper Edmonton) (Amendment No. 2) Order 2026 would be to amend the paid-parking provisions applying to the shared-use parking places governed by the Enfield (Residents and Shared Use Parking Places) (Upper Edmonton) (No. 1) Order 2017 so as to:-
(a) remove provisions requiring payment at parking pay and display machines and the issue or display of paper parking tickets;
(b) provide instead for cashless electronic parking sessions;
(c) introduce a free parking period of up to 30 minutes, limited to one session per vehicle per calendar day, whether used in an eligible on-street paid parking place or in an eligible Council off-street parking place within the borough;
(d) replace the paid-parking tariff with charges of £3.30 for up to 1 hour, £6.50 for up to 2 hours, £8.00 for up to 3 hours and £9.00 for up to 4 hours; and
(e) retain the existing resident, visitor and other permit-holder entitlements applicable to those shared-use parking places.
6. In respect of the shared-use parking places in Queens Avenue, the general effect of the Enfield (Residents and Shared Use Parking Places) (Queens Avenue) (Amendment No. 1) Order 2026 would be to amend the paid-parking provisions applying under the Enfield (Residents’ and Shared Use Parking Places) (Queens Avenue) (No. 1) Order 2013, as subsequently amended, so as to:-
(a) remove provisions requiring payment at parking pay and display machines and the issue or display of paper parking tickets;
(b) provide instead for cashless electronic parking sessions;
(c) introduce a free parking period of up to 30 minutes, limited to one session per vehicle per calendar day, whether used in an eligible on-street paid parking place or in an eligible Council off-street parking place within the borough;
(d) replace the paid-parking tariff with charges of £3.30 for up to 1 hour and £6.50 for up to 2 hours;
(e) retain the existing maximum stay of 2 hours and the existing 2-hour no-return period; and
(f) retain the existing resident, visitor and other permit-holder entitlements applicable to those shared-use parking places.
7. For the purposes of the proposed Orders, the free 30-minute parking period would be limited to one free session per vehicle registration mark per calendar day across all eligible locations throughout the borough. A motorist who has already obtained a free 30-minute parking session for that vehicle elsewhere in the borough on the same calendar day would not be entitled to a further free session that day.
8. A copy of the proposed Orders, this Notice and the Council’s Statement of Reasons for proposing to make the Orders can:-
(a) be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, Monday to Fridays 9am – 5pm inclusive;

9. Any person desiring to object to any of the proposed Orders, or make any other representations in respect of them, should send a statement in writing to that effect and, in the case of an objection, stating the grounds thereof, to Journeys and Places, Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD by 28 October 2026 or by e-mail to JourneysandPlaces@enfield.gov.uk.
