Heathrow Airport Limited GIVES NOTICE that it intends to make the above Order under sections 14(1), 15(2) and 16(1) of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers, to enable works for the Terminal 4 Front Door and Car Park project. The effect of the Order will be to temporarily restrict access to the following roads at Terminal 4: (1)Stratford Road, from its junction with T4 Roundabout clockwise for its entire length, including the full extent of all Terminal 4 Departures forecourt lanes; (2)Salisbury Road, from its junction with Stratford Road clockwise for its entire length, including the full extent of all Terminal 4 Arrivals forecourt lanes; (3) Scarborough Road, between Southern Perimeter Road and Stratford Road, for its entire length; (4)Swindon Road, northwards from Southern Perimeter Road for approximately 85 metres; (5)Seven Seas Road, eastwards for its entire length; (6)Shetland Road, south-eastwards for its entire length, and(7)Snowdon Road, between T4 Roundabout and Southern Perimeter Road, for its entire length.
This Order will come into effect on Wednesday 4th November 2026. The prohibition will be effective as soon as the relevant signs are erected and will apply only for the duration and to the lengths of road when indicated by signs prescribed by the Traffic Signs Regulations and General Directions 2016. Traffic will be diverted onto the remaining open lane(s) accordingly. Heathrow Airport Limited is satisfied that the execution of the works to which this Order relates will take longer than eighteen months. Accordingly, by virtue of section 15(2) of the Road Traffic Regulation Act 1984, the eighteen-month time limit in section 15(1) will not apply. The Order will remain in force from 4 November 2026 until the works are completed and will be revoked as soon as the works are completed. The provisions of any other temporary Orders made before the commencement of this Order are revoked only in so far as they are affected by the restrictions imposed by this Order. The following are excepted from the restrictions set out above:-Anything done with the permission or at the direction of a police officer, traffic warden or traffic police community support officer in uniform;-Any vehicle used for ambulance, fire and rescue service or police purposes in an emergency;-Any vehicle proceeding in accordance with any restriction or requirement indicated by traffic signs placed pursuant to section 66 or section 67 of the Road Traffic Regulation Act 1984;-Any persons or vehicles used in connection with the works providing that such persons have been authorised to enter the road closure area.
