CONTROLLED PARKING ZONE ‘S’ CHANGES

The London Borough of Southwark (Charged-for parking places) (CPZ ‘S’) Order 2026 The London Borough of Southwark (Free parking places, Loading places and Waiting, Loading and Stopping restrictions) (CPZ ‘S’) Order 2026

1.  Southwark Council hereby GIVES NOTICE that on 8 October 2026 it has made the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 

2. The general effect of the Orders, as part of the provision of changes to existing Controlled Parking Zone (‘CPZ’) ‘S’ in the Surrey Docks area are:

(a) to provide 'permit holders past this point' parking in which vehicles which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left at any unmarked part of the kerbside (providing this does not cause an obstruction to the passage of other vehicles) between the hours of 8.30 am and 6.30 pm on Monday to Friday, inclusive, in parts of the following streets, in:- RAINBOW QUAY, REVELEY SQUARE, SOMERFORD WAY, STEERS WAY, and SWEDISH QUAY;
 
(b) to include COW LANE (which recently changed to adopted highway) within the CPZ ‘S’ and within COW LANE to (i) provide a new 'shared-use' parking place, north-west side opposite Redriff Primary School (26.5 metres in length), in which either:- vehicles which have paid the parking charge of (currently) £5.70 per hour or £9.20 per hour for diesel vehicles (using 'Pay by Phone') may be left for up to 4 hours (provided no same vehicle may return to a parking place on that same day), or vehicles which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit which may be left without time limit, between the hours of 8.30 am and 6.30 pm on Monday to Friday inclusive, and (ii) add a total of 76.5 metres of new ‘at any time’ waiting restrictions (double yellow lines ‘DYLs’) on all sides for the remaining carriageway of Cow Lane and to extend the existing ‘DYLs’ in SALTER ROAD south-west side across its junction with Cow Lane;

(c) in HOWLAND WAY to (i) introduce CPZ 'S' 'permit-holders only past this point' south-east of its junction with Steers Way, (ii) all existing permit holders’ only parking places (a total of 127 metres in length), and (iii) remove most existing ‘DYLs’ (approximately 130.5 metres remain); and 

(d) to add new ‘DYLs’ in RAINBOW QUAY north-westernmost sides (18.5 metres), SOMERFORD WAY on both sides o/s Nos. 34, 35, 36, and 38 (a total of 49.5 metres), and SWEDISH QUAY north-westernmost side (8 metres).

NOTES: (1) ‘at any time’ means at all hours on every day of the week. (2) All measurements are in metres and are approximate. (3) Parking charges are listed on www.southwark.gov.uk/parking

4.  Any person desiring to question the validity of the Order/s, or of any provision contained therein, on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order/s may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
