What is happening?

THE LONDON BOROUGH OF NEWHAM
Cycle Future Route 7 (CFR7) Phase 1A – Changes To Thornham Grove, Leyton Road And Forrester Way - The Newham (Prescribed Routes) (No. ) Order 202 - The Newham (Stratford Northwest) (Shared Use Parking Places) - (No. 1, 2013) (Amendment No. ) Order 202 - The Newham (Waiting and Loading Restriction) (Amendment No. ) Order 202

1. NOTICE IS HEREBY GIVEN that THE COUNCIL OF THE LONDON BOROUGH OF NEWHAM (‘the Council’) proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The effect of the Prescribed Routes Order would be to introduce:
(a) one-way working in Thornham Grove in an anti-clockwise direction for vehicles entering at its northern arm from Leyton Road to Prospect Row;
(b) one-way working in Thornham Grove’s southern arm for vehicles from a point 19.5 metres south-west of the south-western kerb line, north-eastward to Leyton Road;
(c) a right turn ban for vehicles from Thornham Grove's southern arm into Leyton Road;
(d) a right turn ban for vehicles from Thornham Grove’s central arm to its north to south arm (except for access to Prospect Row);
(e) a prohibition preventing vehicles from entering Thornham Grove's southern arm from Leyton Road;
(f) a prohibition preventing vehicles from entering Thornham Grove's northern arm from Prospect Row, except for pedal cycles;
(g) a left turn ban for vehicles from Prospect Row into Thornham Grove’s northern arm, except for pedal cycles; and
(h) a prohibition of pedestrians on the south-west side of Leyton Road between Thornham Grove’s central and southern arms.

3. The general effect of the Parking Places Order would be to introduce new ‘shared use’ parking places (permit holders (SNW) and free parking) with a maximum stay of 30 minutes and no return within 1 hour operating on Monday to Friday from 8:00am to 6:30pm and from 8:00am to 9:00pm on event days in:
(i) Thornham Grove’s central arm, the north side, a single parking space;
(ii) Thornham Grove’s central arm, the south side, two parking spaces perpendicular to the kerb; and
(iii) Thornham Grove’s north to south arm (11 metres, adjacent to the flank wall of No. 8 Thornham Grove).

Note: the previous proposals for one-way working in Thornham Grove and parking spaces in Thornham Grove’s northern arm (near its junction with Leyton Road) and in its north-to-south arm (15 metres, adjacent to No. 8 Thornham Grove) which were published on 4 June 2025 have been abandoned.

4. The general effect of the Waiting and Loading Order would be to introduce loading restrictions operating ‘at any time’ (double kerb blips) in
(a) Thornham Grove’s northern arm:
(i) the north and west side from Leyton Road to Prospect Row;
(ii) the south side, a total of 16.2 metres extending westward from its junction with Leyton Road; and
(b) Leyton Road, the west side, from the northern arm of Thornham Grove southward to the southern arm of Thornham Grove.

The proposals will facilitate the relocation of the bus stop clearway in Leyton Road between the northern arm and the central arm of Thornham Grove. The clearway would be relocated northward by 1 metre and reduced in length from 23 metres to 19 metres.

5. NOTICE IS ALSO GIVEN that THE COUNCIL, in accordance with Sections 65 and 66 of the Highways Act 1980 intends to convert, modify or re-create certain lengths of the footway and carriageway into:
(a) a segregated contra-flow cycle track (for use by cyclists only) on Thornham Grove’s northernmost arm between Prospect Row and Leyton Road. The cycle track which will have a width throughout of between 1.5 and 4 metres is proposed to aid cyclists to safely travel from Prospect Row to Leyton Road; and
(b) a shared cycle and pedestrian space in Thornham Grove’s northern arm (south side) between Leyton Road and a point 16.2 metres west of Leyton Road.

6. FURTHER NOTICE IS HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90I), THE COUNCIL proposes to:-
(a) install a raised table (road hump) in Leyton Road from a point 3.9 metres south of the southern kerb line of the southernmost arm of Thornham Grove south-westward for a distance of 11.6 metres (including ramps);
The raised table (road hump) would be constructed in accordance with the Highways (Road Humps) Regulations 1999 and be no more than 100 mm in height, be flush with the existing kerb lines and the ramps on each side would have a gradient of 1 in 20.
(b) re-construct the footway at Leyton Road’s junction with the southern arm of Thornham Grove to facilitate the proposed right turn ban restriction referred to in 2(c) above; and
(c) to install a Copenhagen-style blended crossing in Forrester Way at its junction with Leyton Road (shared highway and footway space for moving vehicles and pedestrians). These would be continuous sections of footway, between 75 mm and 100 mm higher at their highest points than the surrounding carriageway, or at an equal level with the surrounding footway and extending across the full width of the carriageway. It will have a length of between 2 and 2.16 metres including the ramps, which will have gradients between 1:10 and 1:15.

7. FURTHER NOTICE IS HEREBY GIVEN that THE COUNCIL, in accordance with Section 23 of the Road Traffic Regulation Act 1984, has approved the provision of a pedestrian crossing in Leyton Road south of its junction with the southern arm of Thornham Grove. The crossing would be situated on the raised table referenced in paragraph 6 (a) above.

10. All objections and other representations relating to the proposed Orders and other measures must be made in writing and received by 28 October 2026. All objections must specify the grounds on which they are made. 11. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
