1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich (hereinafter referred to as “the Council”) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:

a) Introduce 6 metre Cycle Hire Parking Places at the following locations:

i. Addison Drive, north side, from a point 9.1 metres west of the common boundary of Nos. 1 and 2 Addison Drive in a westerly direction.

ii. Ransom Walk, south-west side, from a point 5.5 metres south-east of the south-eastern kerbline of Woolwich Road in a south-easterly direction.

iii. Waverley Road footpath, south-west side, outside No. 16 and 18 Waverley Road.

iv. Vicarage Park, east side, from a point 6.2 metres north of the southern building line of George Akass House for 6 metres in a northerly direction.

v. Old Mill Road footpath, south-east side, from a point 11 metres south-west of the footpath between and Old Mill Road and Plumstead Common Road in a south-westerly direction.

vi. Borgard Road footpath, south-west side, from a point 16.9 metres south-east of the northern building line of No. 6 Belson Road in a north-westerly direction.

d) Introduce a Cycle Hire Parking Place on Abery Street, west side, from a point 4.6 metres south of the common boundary of Nos. 3 and 5 Abery Street for 11.4 metres in a southerly direction, replacing the Permit Holders Only Mon-Sat 9am-5.30pm Zone PC bay.

e) Introduce three 6 metre Cycle Hire Parking Place on Valley Grove, south-west side, opposite Nos. 4-7 Valley Grove for 18 metres, replacing a Free Parking Place.  

f) Introduce a 5.6 metre Cycle Hire Parking Place on Cedarhurst Drive, east side, adjacent to No. 152 Eltham Road, replacing part of a No waiting at any time restriction. 

g) Introduce No waiting at any time restrictions on Addison Drive, west side, from a point 2.6 metres north of the southern kerbline for 2.7 metres in a northerly direction.

h) Introduce No waiting at any time restrictions on Cedarhurst Drive, west side, from a point 4.2 metres north of the northern building line of No. 150 Eltham Road for 12.8 metres in a southerly direction.

i) Introduce No waiting at any time restrictions on Cedarhurst Drive, east side, from a point 3.8 metres north of the northern building line of No. 150 Eltham Road for 2 metres in a northerly direction.

j) Introduce No waiting at any time restrictions on Dursley Road at the following locations:

i. North-west side, from a point 3.5 metres south-west of the southwestern boundary line of No. 64 Woolacombe Road, for 15.6 metres along the kerbline in a south-westerly, north-westerly and south-westerly direction.

ii. South-east side, from a point 3.5 metres south-west of the southwestern boundary line of No. 64 Woolacombe Road, for 13.6 metres in a southwesterly direction.

iii. South-west side, from a point 1.4 metres north-west of the north-western boundary line of No. 84 Woolacombe Road for 12.7 metres in a north-westerly direction.

k) Introduce No waiting at any time restrictions on Grovebury Road, east side, from a point 17.3 metres south of the southern building line of No.40 Grovebury Road in a southerly direction for 6.7 metres.

l) Introduce No waiting at any time restrictions on Glenlea Road, south side, from a point 4.87 metres east of the western building line of No. 65 Glenesk Road for 8.33 metres in an easterly direction replacing a Permit Holders Only Mon-Fri 11am-12.30pm Zone EO bay.

m) Extend the remaining existing Permit Holders Only Mon-Fri 9.30am-11am Zone PL bay on Glyndon Road, north side, from the western building line of No 45 to 55 Southport Road in an easterly direction for 5.16 metres replacing No waiting at any time restrictions (this is administrative and there
are no changes to this restriction on street).

n) Replace the existing Residents and Business Permit Holders Only Mon-Fri 10.30am-12.30pm Zone KN bay and No waiting at any time restriction on Susan Road, south-west side, from a point 3.7 metres south-east of the common boundary of No. 1 and 3 Susan Road for 14.3 metres in a south
easterly direction with a Permit Holders Only Mon-Fri 10.30am-12.30pm Zone KN bay (this is administrative and there are no changes to this restriction on street).

o) Readjust the existing No Waiting Mon-Fri 9am-5pm restrictions and free parking places around the kerb layout on Borgand Road at its junction with Belson Road (this is administrative and there are no changes to this restriction on street).

p) Replace the existing Pay & Display 4 Hours No Return 2 Hours and No Waiting Mon-Sat 9am-6.30pm restrictions on Couthurst Road, east side, with a ‘Cycle Hire Parking Place’ from a point 12 metres south of its junction with Charlton Road for 9.8 metres in a southerly direction.

q) Replace the existing Pay & Display 4 Hours No Return 2 Hours bay on Couthurst Road, east side, with ‘No waiting at any time’ from a point 11 metres south of its junction with Charlton Road for 1 metre in a southerly direction.

r) Replace the existing Resident Permit Holders or Pay & Display Mon-Sat 9am-5.30pm Max Stay 4 Hours Zone EC bay on Wythfield Road, west side, with a ‘Cycle Hire Parking Place’ from a point 26 metres south of its junction with Eltham High Street for 10.23 metres in a southerly direction.

s) Revoke the existing Limited Waiting 30 Mins No Return 1 Hour Mon-Sat 8am-6.30pm on Griffin Road, south-east side, adjacent to No. 2 Plumstead High Street.

t) Introduce a ‘Cycle Hire Parking Place’ on Griffin Road, south-east side, from a point 7 metres south-west of its junction with Plumstead High Street for 10.5 metres in a south-westerly direction.

kk) Replace the remaining Residents and Business Permit Holders Only Mon-Fri 1pm-3pm Zone KW bay on Weigall Road, west side, with a ‘Permit Holders Only Mon-Fri 1pm-3pm Zone KW’ bay adjacent to No. 15 Weigall Road (this is administrative and there are no changes to this restriction on street).

ll) Revoke No waiting at any time restrictions on Rochester Way, south-west side, from a point 11.5 metres north-west of the entrance to Eltham Grid Sub-Station for 7.8 metres in a north-westerly direction.

mm) Replace the Free Parking Place with a Loading Bay 7am-7pm on Quilter Street, west side, from a point 9.9 metres north of the common boundary of Nos. 1 & 2 Quilter Street in a northerly direction for 7.7 metres (this is administrative and there are no changes to this restriction on street)

nn) Update the map tiles attached to The Greenwich (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2018 and The Greenwich (Charged-For Parking Places) Order 2018 so as to reflect the provisions referred to in sub-paragraph (a) to (mm).

3. Copies of the proposed Orders, the statement of reasons for proposing to make the Orders and plans showing the proposals, along with a copy of the Consolidation Orders can be inspected during normal office hours on Monday to Fridays inclusive at the Woolwich Centre Library, The Woolwich Centre, 35 Wellington Street, London SE18 6HQ

Persons objecting to the proposed Orders should be aware that in view of current access to information legislation, this Council would be legally obliged to make any comments received in response to this notice, open to public inspection and all data will be handled according to GDPR regulations.
