1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich (hereinafter referred to as “the Council”) proposes to make the above mentioned Orders under sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:

a) Introduce 6 metre Cycle Hire Parking Places at the following locations:

i. Charlton Road footpath, south-east side, outside No. 30 Charlton Road.

ii. Cherry Orchard, north-east side footpath, from a point 3.3 metres east of the western boundary line of Elm Tree Court No. 1 to 8 for 6 metres in a north-easterly direction.

iii. Donaldson Road, south-east side, outside No. 114 Donaldson Road.

iv. Grangehill Road, east side, opposite No. 241 Grangehill Road.

v. Rochester Way footpath next to the cycle way, east side, opposite Nos. 132 and 134 Rochester Way. 

vi. Troughton Road footpath, east side, adjacent to No. 146 Troughton Road.

vii. Well Hall Road footpath, east side, outside Nos. 44b and 48 Well Hall Road.

b) Introduce 6 metre Cycle Hire Parking Places, replacing any existing control where appropriate, at the following locations:

i. Aldeburgh Street, south side, from a point 4.8 metres west of the eastern building line of No. 38 Aldeburgh Street in a westerly direction, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

ii. Banning Street, east side, from a point 23.5 metres south-west of its junction with Derwent Street for 6 metres in a south-westerly direction, replacing a Cycle Hire Parking Place (for clarity this also revokes the Cycle Hire Parking Place that was introduced outside No. 6 Banning Street).

iii. Bramshot Avenue, north-west side, outside no. 39 Bramshot Avenue, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

iv. Charlton Church Lane, east side, outside No. 149 Charlton Church Lane, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

v. Fairthorn Road, east side, opposite to Nos. 44-46 Fairthorn Road, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

vi. Felltram Way, west side, adjacent to No. 277 Woolwich Road, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

vii. Gourock Road, south side, from a point 15 metres west of its junction with Westmount Road for 6 metres in a westerly direction, replacing a Permit Holders or Pay and Display Mon-Sat 9am-5.30pm 2 Hours No Return 2 Hours Zone EC bay.

viii. Kidbrooke Gardens, south side, from a point 16 metres west of the common boundary of Nos. 1 and 3 Kidbrooke Gardens for 6 metres in a westerly direction, replacing a Permit Holders Only Mon-Fri 11am-12pm Zone BK bay.

ix. Kidbrooke Grove, south-east side, from a point 15 metres north-east of the north-eastern property boundary of No. 101 Kidbrooke Grove for 6 metres in a north-easterly direction, replacing a Permit Holders Only Mon-Fri 11am-12pm Zone BK bay.

x. Kidbrooke Grove, east side, from a point 4.8 metres north of the southern building line of No. 38 Shooters Hill Road for 6 metres in a northerly direction, replacing a Permit Holders Only Mon-Fri 11am-12pm Zone BK bay and No Waiting Mon-Fri 11am-12pm restrictions.

xi. Nadine Street, north-west side, adjacent to No. 9 Elliscombe Road, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

xii. Sherington Road, west side, adjacent to No. 111 Charlton Road, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

xiii. St Germans Place, east side, from a point 6.8 metres south of the southern property boundary of No. 1 St Germans Place for 6 metres in a southerly direction, replacing a Permit Holders Only Mon-Fri 11am-12pm Zone BK bay, No waiting at any time and No Loading Mon-Sat 8am-9.30am and 4.30pm-6.30pm restrictions.

xiv. Victoria Way, north side, outside No. 91 Victoria Way, replacing a Free Parking Place.

xv. Victoria Way, south-west side, from a point 4.6 metres north-west of its junction with Harold Gibbons Court for 6 metres in a north-westerly direction, replacing a Free Parking Place.

xvi. Victoria Way, west side footpath, opposite to Nos. 39-41 Victoria Way, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone CS bay.

xvii. Wricklemarsh Road, north-west side, adjacent to No. 67 Kidbrooke Park Road, replacing a Permit Holders Only Mon-Fri 11am-12pm Zone BK bay.

xviii. Wyndcliff Road, south-west side, adjacent to No. 176 Eastcombe Avenue, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

c) Introduce 10 metre Cycle Hire Parking Places, replacing any existing control where appropriate, at the following locations:

i. Dupree Road, east side, adjacent to No. 240 Woolwich Road, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

ii. Wyndcliff Road, east side, adjacent to No. 123a Charlton Road, replacing a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay.

d) Introduce 12 metre Cycle Hire Parking Places, replacing any existing control where appropriate, at the following locations:

i. Croom’s Hill, south-west side, opposite The White House, replacing part of a Resident Permit Holders Only Mon-Sat 9am-5pm and Sun 9am-6pm Zone G bay.

ii. Combedale Road, west side, adjacent to No. 45 Ormiston Road, replacing part of a Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone W bay.

e) Introduce a 12 metre Cycle Hire Parking Place on Vanbrugh Hill footpath, east side, opposite Nos. 107-113 Vanbrugh Hill.

f) Replace the existing Resident Permit Holders Only Mon-Sat 9am-5pm and Sun 9am-6pm Zone G on Croom’s Hill, south-west side, with a No Waiting Mon-Sat 9am-5pm & Sun 9am-6pm restriction from a point 5.3 metres north of its junction with Park Walk for 2.5 metres in a northerly direction.

g) Replace the remaining Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone C bay on Aldeburgh Street, south side, with a 3 metre secure bicycle parking facility (cycle hangar) adjacent to No. 38 Aldeburgh Street (this is administrative and there are no changes to this restriction on street).

h) Replace the existing Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone CS bay on Troughton Road, north side, with a ‘Cycle Hire Parking Place’ from a point 0.38 metres east of the eastern property boundary of No. 11 Victoria Way for 6.7 metres in an easterly direction.

i) Replace the existing Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone CS bay on Delafield Road, south side, with a ‘Cycle Hire Parking Place’ adjacent to No. 20 Charlton Church Lane for 9.64 metres.

j) Replace the existing Permit Holders Only Mon-Fri 11am-12pm Zone BK bay on Kidbrooke Gardens, south side, with ‘No Waiting Mon-Fri 11am-12pm’ restrictions from a point 22 metres west of the common boundary of Nos. 1 and 3 Kidbrooke Gardens for 9.5 metres in a  westerly direction (this is administrative and there are no changes to this restriction on street).

k) Replace the existing No Waiting Mon-Fri 11am-12pm restriction on Kidbrooke Gardens, south side, with a ‘Permit Holders Only Mon-Fri 11am-12pm Zone BK’ bay from a point 5 metres west of the common boundary of Nos. 1 and 3 Kidbrooke Gardens for 9 metres in an easterly direction (this is administrative and there are no changes to this restriction on street).

l) Replace the existing Permit Holders or Limited Waiting Mon-Sat 9am-6.30pm Max stay 2 Hours No return within 3 hours Zone W bay with a No Waiting Mon-Sat 9am-6.30pm restriction on Combedale Road, west side, from a point 0.75 metres north of the common boundary of Nos. 39 and 41 Combedale Road for 1.9 metres in a northerly direction (this is administrative and there are no changes to this restriction on street).

m) Replace the existing Permit Holders or Pay and Display Mon-Sat 9am-5.30pm 2 Hours No Return 2 Hours Zone EC bay and No Waiting Mon-Fri 11am-12.30pm restriction with a Permit Holders or Pay and Display Mon-Sat 9am-5.30pm Max Stay 2 Hours Zone EC bay on Gourock Road, south side, from a point 21 metres west of its junction with Westmount Road for 17 metres in a westerly direction (this is administrative and there are no changes to this restriction on street).

n) Update the map tiles attached to The Greenwich (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2018 and The Greenwich (Charged-For Parking Places) Order 2018 so as to reflect the provisions referred to in sub-paragraph (a) to (m).

3. Copies of the proposed Orders, the statement of reasons for proposing to make the Orders and plans showing the proposals, along with a copy of the Consolidation Orders can be inspected during normal office hours on Monday to Fridays inclusive at the Woolwich Centre Library, The Woolwich Centre, 35 Wellington Street, London SE18 6HQ

5. 6. Persons objecting to the proposed Orders should be aware that in view of current access to information legislation, this Council would be legally obliged to make any comments received in response to this notice, open to public inspection and all data will be handled according to GDPR regulations.
