THE BOROUGH COUNCIL OF BOLTON (PUBLIC FOOTPATH NOS.179/105 HORWICH & 011/015 BLACKROD) PUBLIC PATH DIVERSION ORDER AND DEFINITIVE MAP AND STATEMENT MODIFICATION ORDER 2026
On the 28th September 2026, the Borough Council of Bolton confirmed the above Order made under Section 257 of the Town and Country Planning Act 1990 (“the 1990 Act”) and under section 53A(2) of the Wildlife and Countryside Act 1981. The effect of the Order as confirmed is to divert:
Public Footpath No. Blackrod 015 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from point A at grid reference SD64023 10287 in a generally south-east by south direction to point B at grid reference SD64042 10262 as shown by the continuous bold line between points A-B on the Order Plan over a total distance of approximately 28 metres and of an approximate width of 1.5 metres throughout over a natural surface.
Public Footpath No. Horwich 179 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from point B at grid reference SD64042 10262 in a generally south-east by south direction to point C at grid reference SD64120 10167 as shown by the continuous bold line between points B-C on the Order Plan over a total distance of approximately 124 metres and of an approximate width of 1.5 metres throughout over a natural surface.
Public Footpath No. Horwich 105 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from point D at grid reference SD64172 10234 in a generally south-west by south direction to point C at grid reference SD64120 10167 as shown by the continuous bold line between points D-C on the Order Plan over a total distance of approximately 86 metres and of an approximate width of 1.5 metres throughout over a natural surface.
Public Footpath No. Blackrod 011 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from point C at grid reference SD64120 10167 curving in a generally south by east direction to point H at grid reference SD64159 10046 as shown by the continuous bold line between points C-H on the Order Plan over a total distance of approximately 124 metres and of an approximate width of 1.5 metres throughout over a natural surface.
The new lines will commence:
Public Footpath No. Blackrod 015 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from a new line from point A at grid reference SD64023 10287 in a generally south-east direction to point E at grid reference SD64046 10266 as shown by the bold black dashes between points A-E on the Order Plan over a total distance of approximately 30 metres and of an approximate width of 3 metres throughout over a stone surface.
Public Footpath No. Horwich 179 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from a new line from point E at grid reference SD64046 10266 in a generally south south-east direction to point F at grid reference SD64050 10259 for a distance of approximately 8 metres then turning in a generally easterly direction to point G at grid reference SD64082 10258 for a distance of approximately 32 metres as shown by the bold black dashes between points E-F-G on the Order Plan over a total distance of approximately 40 metres and of an approximate width of 3 metres throughout over a stone surface.
Public Footpath No. Horwich 105 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from a new line from point D at grid reference SD64172 10234 in a generally west by north direction to point G at grid reference SD64082 10258 for a distance of approximately 95 metres as shown by bold black dashes between points D-G on the Order Plan over a total distance of approximately 95 metres and of an approximate width of 3 metres throughout over a stone surface.
Public Footpath No. Blackrod 011 which leads over land known as the Former Horwich Loco Works, Horwich, Bolton, BL6 5UE commencing from a new line from point H at grid reference SD64129 10046 then running in a generally west south-west direction to point I at grid reference SD64102 10034 for a distance of approximately 30 metres then turning in a generally north north-west direction to point J at grid reference SD64100 10039 for a distance of approximately 5 metres then turning in a generally west south-west direction to point K at grid reference SD64058 10021 for a distance of approximately 45 metres then curving in a generally northerly direction to point L at grid reference SD64053 10144 for a distance of approximately 123 metres then curving in a generally north by east direction to point G at grid reference SD64082 10258 for a distance of approximately 117 metres as shown by the bold black dashes between points H-I-J-K-L-G on the Order Plan over a total distance of approximately 320 metres. The approximate points H-I-K will be 2.1 metres throughout, between points K-L-G will be 3.5 metres throughout over a stone surface.

The Order will come into force on the date on which The Borough Council of Bolton certify that the terms of Article 2 of the Order have been complied with but if any person aggrieved by the Order desires to question its validity or that of any provision contained within it on the ground that it is not within the powers of the above Act, or on the ground that any requirement of the Act or of any regulation made under it has not been complied with in relation to the confirmation of the Order, he or she may apply to the High Court for any of these purposes under Section 287 of the Town and Country Planning Act 1990 within 6 weeks from the date on which notice is first published as required by paragraph 7 of Schedule 14 to the Act.
