Cowper Street - Proposed Permanent Stopping Up of Public Highway for Redevelopment
What is happening?
NOTICE OF STOPPING UP ORDER PROPOSED BY THE LONDON BOROUGH OF ISLINGTON PURSUANT TO SECTION 247 OF THE TOWN AND COUNTRY PLANNING ACT 1990
THE LONDON BOROUGH OF ISLINGTON hereby gives notice that it proposes to make an Order under Section 247 of the above Act to authorise the stopping up of the following three areas of public highway which are shown zebra hatched black on the plan attached to the draft Order and marked A, B and C:
A: an area of highway located on Cowper Street 8.6 metres in length and 2.4 metres in width, terminal points from E = 532818.093, N = 182452.815 to E = 532826.669, N = 182453.511.
B: an area of highway located on Cowper Street 14.9 metres in length and 0.3 metres in width, terminal points from E = 532828.802, N = 182453.599 to E = 532843.603, N = 182454.857.
C: an area of highway located on Cowper Street 13.6 metres in length and 0.9 metres in width, terminal points from E = 532848.177, N = 182455.246 to E = 532861.710, N = 182456.373.
IF THE ORDER IS MADE, the stopping up will be authorised in order to enable the development described in the schedule to this notice to be carried out in accordance with planning permission granted on 7 August 2026 under reference P2026/0923/S73 in respect of land known as 99 City Road, London, EC1Y 1AX.
COPIES OF THE DRAFT ORDER AND THE RELEVANT PLAN MAY BE INSPECTED free of charge during normal office hours (9am until 5pm) at the Town Hall, Upper Street, London N1 2UD or electronic copies can be requested by emailing planninglawteam@islington.gov.uk.
ANY PERSON MAY OBJECT to the making of the proposed order within the period of 28 days commencing 1 October 2026 by notice to the Director of Law & Governance, Islington Council, 222 Upper Street, London N1 1XR (marked for the attention of Laura Avery) or by email to planninglawteam@islington.gov.uk quoting reference 22521596.
In preparing an objection it should be borne in mind that the substance of it may be imparted to other persons who may be affected by it and that those persons may wish to communicate with the objector about it.
THE SCHEDULE
DESCRIPTION OF THE DEVELOPMENT
Variation of Condition (Section 73 ref. P2026/0923/S73) dated 07 August 2026 for:
Partial demolition and redevelopment to erect a building (plus basement), comprising increased office floor space (Class E[g]); commercial floorspace (Class E); a multi-purpose flexible space (Sui Generis); flexible Commercial / Community Uses (Class E/ F1); alterations to and formation of new landscaping, public realm, plant, cycle storage, servicing and delivery space and other associated works.
The proposals include amendments to the consented layouts, elevational design, building height, and MEP strategy.
