1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the ‘Free Parking Places’ Order would be to:-
(a) designate a parking place on the carriageway at each of the locations listed in Schedule 1 to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled person’s badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) revoke the disabled persons parking places at the locations specified in Schedule 2 to this Notice.
3. The general effect of the ‘Parking Places Amendment’ Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads or extend existing permit parking places upon the removal of disabled persons parking places.
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours, until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders, Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk, quoting reference ES/DPPP81, no later than 23 October 2026.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

WEST BARNES LANE, KT3
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026
(NO. 4) ORDER 2026
1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians will be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order will apply to:-
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.
7. The Order will come into operation at 12.30am on 6th October 2026 and remain in force until 5am on 9th October 2026 inclusive. During this time the works are anticipated to be carried out overnight between 12:30am and 5am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

WEST BARNES LANE, KT3
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2026
1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecoms maintenance works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person will:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between a point 55 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in the length of West Barnes Lane specified in sub-paragraph 2(a) above;
(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane, or vice versa.
5. Pedestrians affected by the road closure should proceed using Station Road, the Motspur Park pedestrian bridge (public right of way No. 130) and Claremont Avenue.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply:-
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
