HYSBYSIR DRWY HYN bod CYNGOR SIR FYNWY, Neuadd y Sir, y Rhadyr, Brynbuga, NP15 1GA ("y Cyngor") yn Bwriadu gwneud Gorchymyn yn unol â'r pwerau a roddwyd gan Adran 14(1)(a) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984:  

1.     Daw’r Gorchymyn i rym ar 19eg Hydref 2026 a bydd yn parhau i fod mewn grym am gyfnod nad yw'n hwy na 18 mis neu nes bod y gwaith y cynigir ei wneud wedi'i gwblhau, pa un bynnag yw'r cynharaf. Disgwylir i'r gwaith gael ei gwblhau rhwng 19eg Hydref 2026 a’r 29ain Tachwedd 2026. Bydd y gwaith yn cael ei gwblhau mewn tair cam; bydd pob cam yn parhau am tua thair wythnos, yn dibynnu ar gynnydd y gwaith. Bydd y gwaith yn cael ei gwblhau fesul cam er mwyn sicrhau y gellir cynnal mynediad ac allanfa.  

2.     Mae'r Gorchymyn yn angenrheidiol i wneud gwaith yn adnewyddu Prif Bibell Nwy  mewn modd diogel yn y lleoliad.  Bydd mynediad rhesymol yn cael ei gynnal ar gyfer eiddo sydd ar hyd y ffyrdd a effeithir arnynt tra y bydd yr heol ar gau.      

3.     Effaith y Gorchymyn fydd:

Cam 1
Cau rhan o Heol Sain Helen, Y Fenni, Sir Fynwy, dros dro, o'r gyffordd â Union Road East am tua 115m. Bydd llwybr dargyfeirio gyda arwyddion ar waith fel a ganlyn: Heol Sain Helen, Stryd y Parc, Dwyrain Stryd yr Undeb.

Cam 2
Cau rhan o Heol Sain Helen, Y Fenni, Sir Fynwy, dros dro, o'r gyffordd Chlos Sain Helen am tua 145m. Bydd llwybr dargyfeirio gyda arwyddion ar waith fel a ganlyn: Stryd Sain Helen, Stryd y Parc, Dwyrain Stryd yr Undeb.

Cam 3
Cau rhan o Heol Sain Helen, Y Fenni, Sir Fynwy, dros dro, o'r gyffordd â Chlos Sain Helen hyd at y gyffordd â Stryd Commercial. Bydd llwybr dargyfeirio gyda arwyddion ar waith fel a ganlyn: Dargyfeiriad A: Stryd Commercial, A40, Heol Merthyr, Dwyrain Stryd yr Undeb.
Dargyfeiriad B: Stryd Sain Helen, Dwyrain Heol yr Undeb, Stryd y Parc ac i'r gwrthwyneb.  


4.     Bydd llwybr dargyfeirio wedi'i arwyddo ar waith ar gyfer pob cam o'r gwaith; ceir manylion uchod yn rhan 3 o'r hysbysiad hwn  

5.     Gellir enwi'r Gorchymyn hwn fel Gorchymyn Rheoleiddio Traffig Dros Dro Stryd Sain Helen, Y Fenni, Sir Fynwy 2026.  

6.     Yn sgil Adran 16(1) Deddf Rheoleiddio Traffig Ffordd 1984 bydd person sy'n torri cyfyngiad neu waharddiad a osodir dan Adran 14 y Ddeddf yn euog o drosedd.

SECTION 14 - ROAD TRAFFIC REGULATION ACT 1984  

MONMOUTHSHIRE COUNTY COUNCIL
(ST HELEN’S ROAD, ABERGAVENNY, MONMOUTHSHIRE)
TEMPORARY TRAFFIC REGULATION NOTICE 2026  

NOTICE IS HEREBY GIVEN that MONMOUTHSHIRE COUNTY COUNCIL of County Hall, The Rhadyr, Usk, NP15 1GA (“the Council”) Intends to make an order pursuant to the powers conferred by Section 14(1)(a) of the Road Traffic Regulation Act 1984  

1.     The Order shall come into operation on the 19th October 2026 and will continue to be in force for a period not exceeding 18 months or until the works which it is proposed to carry out have been completed, whichever is the earlier. It is anticipated that the works will be completed between 19th October 2026 and 29th November 2026. The works will be completed in 3 phases, each phase will be in place for approx 3 weeks depending on the progress of the works. The works will be completing in phases to ensure that access/egress can be maintained.  

2.     The order is necessary for Gas Main Replacement works to take place in a safe manner at the location. Reasonable access will be maintained for properties fronting the affected lengths of road during the period of the closure.  

3.     The effect of the order will be:

Phase 1
To temporarily close a section of St Helen's Road, Abergavenny, Monmouthshire , from its junction with Union Road East for ~115m A signed diversionary route will be in place as follows:- St Helen’s Road, Park Street, Union Road East.  

Phase 2
To temporarily close a section of St Helen's Road, Abergavenny, Monmouthshire , from its junction with St Helen’s Close for ~145m. A signed diversionary route will be in place as follows:- St Helen’s Road, Park Street, Union Road East.  

Phase 3
To temporarily close a section of St Helen's Road, Abergavenny, Monmouthshire , from its junction with St Helen’s Close to its junction with Commercial Street A signed diversionary route will be in place as follows:-
Diversion A: Commercial Street, A40, Merthyr Road, Union Road East.
Diversion B: St Helen’s Road, Union Road East, Park Street and vice versa.  

4.     A signed diversionary route will be in place for each phase of the works, details are above in part 3 of this notice.  

5.     This order may be cited as the St Helen's Road, Abergavenny, Monmouthshire Temporary Traffic Regulation Order 2026  

6.     By virtue of Section 16(1) of the Road Traffic Regulation Act 1984 a person who contravenes a restriction or prohibition imposed under Section 14 of the Act shall be guilty of an offence.
