What is happening?

THE LONDON BOROUGH OF WALTHAM FOREST (LBWF)
Buxton Road Modal Filter And Selbourne Ave Pedestrian Zone - The Waltham Forest (Prescribed Routes) - (High Street Pedestrian Zone) (Amendment No. 2) - Traffic Order 2026 - The Waltham Forest (Parking Places, Loading Places And Waiting, Loading And Stopping Restrictions) - (Amendment No. 25) Order 2026

Notice Is Hereby Given that THE COUNCIL OF THE LBWF (‘the Council’) on 1st October 2026 made the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

The effect of the above-mentioned Orders will be to:-
(a) Provide a prohibition of vehicular traffic (Pedestrian Zone) into the whole of Selborne Avenue, E17 (extending the existing zone from High St) operating ‘at all times’ and provide exemption to that prohibition for so long as may be necessary for the purpose of delivering or collecting goods or loading or unloading a vehicle at premises within the Pedestrian Zone between the hours of ‘Midnight – 10:00am’ and ‘4:00pm – 7:00pm’ on Mondays to Saturdays inclusive and between the hours of ‘Midnight – 10:00am’ and ‘2:00pm – 7:00pm’ on Sundays; waiting will be prohibited "at any time".
(b) In Vernon Mews E17, both sides, convert single yellow line no waiting restrictions to double yellow line no waiting "at any time" restrictions from Vernon Rd to the north east kerb line of Selbourne Ave;
(c) Remove a section of the High Street Pedestrian Zone, between High St (north-east to south-west arm) and Buxton Road, and provide a new prohibition of vehicular traffic (Pedestrian Zone) into a section of High St E17 leading into Buxton Rd E17 operating ‘at all times’, from the south-east projected wall of No. 67 High St (Public House) to a point outside the projected north-west wall of No. 65A High St/the unnamed access road to the rear of No. 65A High St; waiting will be prohibited "at any time".
(d) In Buxton Road:
(i) western side, remove the Market Traders and MW permit holders bay outside the flank wall of No. 65A High St.
(ii) both sides, remove all double yellow line no waiting "at any time" restriction markings within the boundary of the Pedestrian Zone proposed in (c) above.
(iii) provide a double yellow line no waiting "at any time" restriction in line with the projected north-west wall (rear) of No. 65A High St/ the unnamed access road to the rear of No. 65A High St, 90 degrees to the eastern and western kerb lines.

Further Notice Is Hereby Given that the Council under the same RTRA sections mentioned in paragraph 1 on 1st October 2026 made drafting corrections to the traffic order relating to the extents of the existing High St Pedestrian Zone.

Copies of the order, which will come into operation from 5th October 2026, and all other relevant documents can be inspected until the expiration period of 6 weeks from that date on request by either emailing: traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment), The Highways and Traffic Management Office, Low Hall, Argall Avenue, E10 7AS, during normal office hours on Mon to Fri inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
