Highways Act 1980 Traffic Calming Measures And Road Traffic Regulation Act (RTRA) 1984 – Minor Batch 6, 2026 - Introduction Of "At Any Time" Waiting And Loading Restrictions, New Loading Bay, Prohibition Of Solo Motorcycles, Extension And Removal Of Permit Parking, Various Traffic Calming Measures And Corrections To Existing Order Schedules (T19(26)) - The Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. X) Order 202* - The Waltham Forest (Prescribed Routes) (Sutherland Road/Stirling Road Region) - (No. 1) Traffic Order 202*

1. Notice Is Hereby Given that THE COUNCIL OF THE LBWF (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the RTRA 1984, as amended.

2. The general effect of the Orders would be to:
a. Prevent solo motorcycles from entering or proceeding in the northernmost footpath (Stirling Road Path E17) situated between Sutherland Road E17 and Stirling Road E17 between a point opposite Nos. 67-69 Sutherland Rd and a point adjacent No. 23 Stirling Rd.
b. In Endlebury Road E4, on the south side, extend the existing "at any time" waiting restrictions eastwards from the eastern kerb line of Heathcote Grove so that the double yellow line extends for 10 metres from that kerb line.
c. In Wood Street E17, the east side –
i. convert a part-time (Mon-Sat 8:00 – 6:30) ‘no loading’ restriction to a ‘no loading’ "at any time" restriction between a point opposite the common boundaries of Nos. 12 and 14 and a point opposite the common boundary of Nos. 18 and 20; and
ii. convert waiting and loading restrictions to a loading bay to operate "at any time" between a point 16.5m south of the southern kerb line of Forest Road to a point opposite the common boundary of No.14 and 16 Wood St.
d. In Fulbourne Road E17, the west side – convert part-time no loading restrictions to no loading "at any time" between the northern kerb line of Forest Rd and the common boundary Nos. 1 and 1A.
e. In Buxton Road E17 east side, convert the single yellow line waiting restriction to double yellow line "at any time" waiting restriction between the common boundary of Nos. 30 and 32 and a point 8m south of the southern kerb line of Woodville Rd.
f. Ching Way E4, provide double yellow line "at any time" waiting restrictions, in:
i. the westernmost, southwest arm
a. the southeast side – the whole side
b. the northwest side – for 4m outside No. 173
ii. the westernmost, southeast to northeast arm:
a) the southwest and northwest sides, between the northwest facing wall of No. 159 and a point 1.5m southwest of the common boundary of Nos. 175 and 177.
b) the northeast and southeast sides, between a point opposite the northwest facing wall of No. 159 and a point 2m northeast of the common boundary of Nos. 110 and 102
g. In Thorpe Crescent (Crescent) E17 north side, remove the parking place outside No. 1 Ardleigh Rd and create a new parking place from a point 8.1m west of the western kerb line of Ardleigh Rd eastward for a distance 5.5m.
h. In Woodville Road E17,
i. northern side, convert the single yellow line waiting restriction to double yellow line "at any time" waiting restriction between the junction of Buxton Rd north eastward for a distance of 8m
ii. southern side, remove the permit parking place outside the flank wall of No. 28 Buxton Rd
iii. southern side, convert the single yellow line waiting restriction to double yellow line "at any time" waiting restriction between the junction of Buxton Rd north eastward for a distance of 20m.

3. Further Notice Is Hereby Given that the Council under the same RTRA sections mentioned in item 1 proposes to amend the map schedules of The Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2025 to include the following on-street arrangements:
a. No waiting "at any time" restrictions throughout Wilton Place E4, which already exist on the highway since 2012.
b. A conversion of 20m of double yellow lines waiting restrictions to a parking place for VFR permit holders only on the south-west side in Beaumont Road E10 (the no through road section from its junction with High Rd).

Note: These proposals are traffic order schedule amendments only. No changes will be made on street.

4. Further Notice Is Hereby Given that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, as amended, propose raised tables, which were previously advertised in September 2021, at the following locations:
a) In Chingford Avenue E4, between (1) Nos. 97 and 101 on one side and Nos. 114 and 116 on the opposite side
(2) Nos. 68, 69 and 70 and (3) Nos. 26 and 32 (standalone tables) (www.thegazette.co.uk/notice/3890267); and
b) In Mansfield Hill E4 – between No. 24 and the rear of No. 4 Echo Heights and into Mount Echo Drive (T’ intersection table);
c) In Mansfield Hill E4 – between Nos. 37 and 41b (standalone table) (see items b) and c): previously proposed www.thegazette.co.uk/notice/3880615).

The road/speed humps and tables would be an elevated section of carriageway, between 75 and 100 millimetres higher at its highest point than the surrounding carriageway, extending across the full width of the carriageway including the gradients.

5. A copy of the proposed Orders, the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders (and non-order items) can be inspected until the end of a period of 6 weeks from the date on which the Orders are made, or the Council decides not to make the Orders, on request by either emailing: traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment) the Highways, Low Hall, Argall Avenue, E10 7AS, during normal office hours on Monday to Friday inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

6. Any person wishing to object to, or to make any other representation with regarding the proposals should send a statement in writing of either their objection and the grounds on which it is made or of their representation to: Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk, quoting: Reference: - T19(26) – Minor batch 6-26 by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
