(Chapel House Shopping Area and Hillhead Parkway Variation TROST08) Order 2026
1. NOTICE IS HEREBY GIVEN that the Council of the City of Newcastle upon Tyne propose to make an Order under Sections 1, 2, 4, 32, 35, 45, 46, 49, 51, 53, 122, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004, and of all other enabling powers, the effect of which would be to vary the City of Newcastle upon Tyne (Waiting Restrictions and On Street Parking Places) Order 2026 ("the 2026 Order").
2. The effect of the proposed variation Order is to -
(a) increase in length the existing no waiting at any time restrictions (double yellow lines) on Hillhead Parkway southwards at its junction with Eddrington Grove,
(b) introduce no waiting/loading at any time restrictions on sections of the Chapel House shopping area,
(c) designate some bays for Disabled Badge Holders only with a maximum stay of 3 hours and no return within 4 hours, and
(d) designate the remaining parking bays as limited waiting bays with a maximum stay of 3 hours and no return within 4 hours (exemption for CH1 permit holders).
The area has previously been used as a car park but is proposed to be regulated as on-street parking and known as 'Chapel House shopping area' for enforcement purposes.
There will be limited waiting in the Chapel House shopping area on all days and at all times for non permit holders. The maximum period of stay for vehicles not displaying a CH1 permit will be 3 hours with no return within 4 hours. Parking Zone CH1 permit holders will be exempt from the time limit (but not when parked in the disabled bays, the maximum period of stay will still be 3 hours). The new CH1 parking place zone, along with the list of properties that will be eligible to apply for permits, will be added to the 2026 Order, and therefore the provisions and conditions of that Order will apply.
NOTE: Business parking permits will be available for each eligible commercial property (maximum numbers apply) which will exempt those permit holders from the maximum stay restriction (the maximum stay of 3 hours will still apply in the disabled bays). Permits may also be available for any property occupied by a charity (maximum numbers apply). Permits will be issued for Parking Zone CH1. Details of permit charges/issue/renewal, conditions of use, discounts and types of permit are contained in the 2026 Order. Please note that the permit charges, terms and conditions of use, etc. are subject to change as a result of standard permit review processes.

Frenton Close - Nos. 2-6 (even)
Hanover Close - Chapel House and District Community Association
Hillhead Parkway - Chapel House Pharmacy, Holmside Medical Group, Parkway Medical Group, Evolution Fitness, Tesco Express, Church of the Holy Nativity
Hillhead Parkway Shopping Centre - Nos. 1-14 (all)
3. 4. If you wish to object to, or make other representations about, the proposals specified in this Notice or any of its provisions you should send your objection or representation by 23rd October 2026 quoting reference TROST08 to Newcastle Parking Services, P.O. Box 2BL, Newcastle upon Tyne, NE99 2BL, or by e-mail to traffic.notices@newcastle.gov.uk .
Any objection or representation MUST be made in writing and where an objection is made, it must state the grounds of the objection.
