What is happening?

EXPERIMENTAL CYCLE FACILITIES KINGSTON ROAD

1. 

NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 28 September 2026 made the following Order: The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 54) Experimental Order 2026 under sections 9 and 124 (insofar as applicable) to the Road Traffic Regulation Act 1984, as amended, and all other powers thereunto enabling.

The general effect of the Order, which will come into force on 12 October 2026, will be to facilitate the introduction of experimental with-flow cycle lanes/routes on both sides of the carriageway in Kingston Road (between Dickerage Lane and Beresford Road), in place of existing restrictions so that:

(a) ‘At any time’ waiting and loading restrictions (double yellow lines and kerb blips) will apply in lengths of in Kingston Road between

(i) Dickerage Lane and Beresford Road on its north-east side; and

(ii) Dickerage Lane and California Road and Georgia Road and Springfield Place on its south-west side

(b) ‘At any time’ waiting restrictions and loading restrictions (double yellow lines and single kerb blips) operating Monday to Saturday between 7am and 10am and 4pm and 7pm will apply in lengths of Kingston Road, between California Road and Georgia Road.

The Order provides that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, the Council’s authorised person may, if it appears to them essential in the interest of the expeditious, convenient and safe movement of traffic or for providing suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which any road affected by the Order run, modify or suspend the Order or any provision contained therein.

Copies of the Experimental Order, the Council’s Statement of Reason for making the Order and map-based schedules showing the locations and the effects of the Order may be inspected as follows: -

(a) online at https://consultation.appyway.com/kingston-upon-thames reference ManKing0139 – Cambridge Road and Kingston Road Experimental Cycle Scheme from 12 October 2026.

(b) Council libraries; or

(c) copies of the Experimental Order and map-based schedules can be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays); or

Comments to the Experimental Order can be submitted either electronically via the link provided in paragraph 4(a) above or in writing to the Traffic Order Team, Guildhall 2, Kingston upon Thames, KT1 1EU please quote ref. MapKing0139 – Cambridge Road and Kingston Road Experimental Cycle Scheme by 12 April 2027.

Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

The Council will consider in due course whether the provisions of the Experimental Order should be continued in force indefinitely by means of an Order made under sections 6 and 124 of the Road Traffic Regulation Act 1984.

7.

Any person may make comments or object to the making of an Order for the purpose of such indefinite continuation within a period of six months beginning from the date on which the Experimental Order came into force, or if the Experimental Order is varied or modified, beginning with the date on which such variation or modification came into force.
