The Brent (Waiting And Loading Restriction) - (Amendment No. 666) Order 2026 - The Brent (Parking Places) (Zone E) (No. 3) - Order 2026 - The Brent (Goods Vehicles) (Free Loading Places) - (No. 5) Order 2026 - The Brent (Parking Places) - (Wembley Stadium Area) (No. 6) Order 2026
1. Notice Is Hereby Given that THE COUNCIL OF THE LONDON BOROUGH OF BRENT on 28th September 2026 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985.
2. The general effect of the ‘Waiting and Loading Restriction’ Order will be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-
(a) Waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;
(c) Waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of street specified in Schedule 3 to this Notice;
(d) Waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place will be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(e) The sale or offer for sale of goods from a vehicle will be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(f) The use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising will be prohibited in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice;
(g) Any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice will be revoked.

The prohibitions referred to in sub-paragraphs 2(a) to (d) inclusive above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s "Blue Badge" will apply.
4. The general effect of the Parking Places Orders will be to:-
(a) Revoke the Wembley event day parking places in Barnhill Road outside Nos. 110 and 114 and in East Lane outside No. 323 East Lane, HA0 3LG, to accommodate the introduction of waiting restrictions operating at any time; and
(b) Reduce in length the zone E shared-use permit holders or pay parking place in a certain length of Norton Road.
5. The general effect of the ‘Goods Vehicles Free Loading Places’ Order will be to:-
(a) designate a free goods vehicle loading place in the length of East Lane specified in Schedule 4 to this Notice to operate 8:00am to 6:30pm on Mondays to Sundays; and
(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may use the parking place so specified in Schedule 4, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.
6. Copies of the Orders, which will come into operation on 5th October 2026, of maps of the relevant areas and of the above-mentioned Orders of 1979 and 2019 (and of any Orders which have amended those Orders) can be requested via email during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at: trafforders@brent.gov.uk.
7. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Barnhill Road
(a) the south-eastern arm
