Hysbysir drwy hyn fod Cyngor Sir Dinas a Sir Caerdydd, wrth arfer ei bwerau dan Ddeddf Rheoleiddio Traffig 1984 (fel y’i diwygiwyd), Rhan 6 Deddf Rheoli Traffig 2004 fel y’i diwygiwyd a Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013, Gorchymyn Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Canllawiau ar Lefelau Taliadau) (Cymru) 2013 a’r holl bwerau galluogi eraill, yn bwriadu gosod cyfyngiadau traffig ar y darnau o ffordd a nodir yn yr Atodlen isod. Mae natur y cyfyngiadau a theitlau’r gorchmynion arfaethedig hefyd wedi eu disgrifio yn yr Atodlen honno.

Rhaid cyflwyno unrhyw wrthwynebiadau a sylwadau eraill sy’n ymwneud â’r gorchymyn yn ysgrifenedig ar neu cyn 22 Hydref 2026 neu drwy e-bost i gwrthwynebiadaugorchymyntraffigffyrdd@caerdydd.gov. uk a rhaid nodi eich rhesymau dros wrthwynebu. Atodlen

1.Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Gwaharddiadau a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio ar y Stryd) (Cydgrynhoi) 2026 (Diwygiad Rhif 22) 2026 yn cynnig:

a)Eich atal rhag aros a llwytho ar unrhyw adeg yn:

i) Newport Street ar y ddwy ochr o’r gyffordd â Holmesdale Street am 10 metr i’r de-ddwyrain

ii) Holmesdale Street ar ochr y dwyrain o’r gyffordd â Newport Street am 8 metr i’r de-orllewin a 7 metr i’r gogledd-ddwyrain

b) Eich atal rhag aros ar unrhyw adeg a gwahardd llwytho rhwng 8:30am - 9.15am a 2:15pm - 3:15pm o ddydd Llun i ddydd Gwener yn:

i) Holmesdale Street ar ochr y gogledd-orllewin o’r gyffordd â Bromsgrove Street am 8 metr i’r de-orllewin

ii) Bromsgrove Street ar ochr y de o’r gyffordd â Holmsdale Street am 15 metr i’r gorllewin ac ar ochr y gogledd o’r un gyffordd am 20 metr i’r gorllewin

c) eich atal rhag stopio rhwng 8am a 4:30pm o ddydd Llun i ddydd Gwener yn Holmesdale Street ar ochr y gogleddorllewin o bwynt gyferbyn â ffin eiddo 116/114 am bellter o 31.56 metr i’r de-orllewin.

2. Gorchymyn Cyngor Sir Dinas a Sir Caerdydd (Gwaharddiadau a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio ar y Stryd) (Cydgrynhoi) 2026 (Diwygiad Rhif 26) 2026 yn cynnig:

a) sefydlu Mannau Codi Tâl Cerbydau Trydan yn Unig ar y darnau o ffyrdd a restrir yn y pwyntiau bwled isod. Rhaid i gerbydau fod wrthi’n gwefru wrth ddefnyddio’r bae.

i) Poplar Road, Y Tyllgoed, ar ochr y de o bwynt 66 metr i’r de-ddwyrain o’r gyffordd â Laburnum Place am 6.6 metr i’r de-ddwyrain ac o bwynt 72.6 metr i’r de-ddwyrain o’r gyffordd â Laburnum Place am 18 metr i’r de-ddwyrain (3 lle)

ii) Pennsylvania, Pentwyn, ar ochr y gogledd o bwynt 44 metr i’r de-ddwyrain o’r gyffordd â Lincoln Court am 9.6 metr i’r dwyrain (4 lle)

iii) Heol y Nant (Maes Parcio), Pentyrch a Sain Ffagan i) O bwynt 81 o fetrau i’r de-orllewin o’r gyffordd â Heol Berry a 2.7 metr i’r dwyrain o ochr de-ddwyrain Heol y Nant am 2.4 metr i’r de-ddwyrain, a ii) O bwynt 81 o fetrau i’r de-orllewin o’r gyffordd â Heol Berry a 5.1 metr i’r dwyrain o ochr de-ddwyrain Heol y Nant am 2.4 metr i’r dwyrain (dau le agosaf at fynedfa’r maes parcio yn rhan ogleddol y maes parcio)

iv) Universal Street, Grangetown, ar ochr y gogledd o bwynt 40 metr i’r gorllewin o’r gyffordd â Mardy Street am 14 metr i’r gorllewin (2 le), ac ar ochr y de o bwynt 42 metr i’r gorllewin o’r gyffordd â Mardy Street am 12 metr i’r gorllewin (2 le)

b) Diwygio’r cyfyngiadau presennol i gyfyngu aros hyd at uchafswm 2 awr o aros (dim dychwelyd o fewn 2 awr) sy’n weithredol rhwng 8am a 6:30pm o ddydd Llun i ddydd Sadwrn (yn gynwysedig) yn Universal Street ar ochr y gogledd o bwynt 7 metr i’r gorllewin o’r gyffordd â Mardy Street am 18 metr i’r gorllewin ac o bwynt 34 metr i’r gorllewin o’r un gyffordd am 6 metr i’r gorllewin, ac ar ochr y de o bwynt 35 metr i’r gorllewin o’r gyffordd â Mardy Street am 7 metr i’r gorllewin

c) Diddymu’r Man Parcio i Bobl Anabl y tu allan i 107 Heol Clare

d)Diddymu’r Man Parcio Arbennig (Man Parcio i Feddygon) sy’n gysylltiedig â’r Man Parcio i Bobl Anabl y tu allan i 107 Heol Clare

NEW TRAFFIC PROPOSALS
FOR THE CITY AND COUNTY OF CARDIFF

Notice is hereby given that the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 (as amended), The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Road Traffic Contraventions (Guidelines on Levels of Charges) (Wales) Order 2013, and of all other enabling powers intends to impose traffic restrictions on the lengths of road referred to in the Schedule below. The nature of the restrictions and the titles of the proposed orders are also described in the said Schedule.

Details of the proposals and plans showing the location and extent of the proposed restrictions are available at www.cardiff.gov.uk/trafficorders. In addition you can obtain copies of the same by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

Any objections and other representations relating to the orders must be submitted in writing on or before 22nd October 2026 or by email to roadtrafficorderobjections@cardiff.gov.uk and must contain the grounds on which you object. Correspondence may be disclosed as required by the Freedom of Information Act 2000.

The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay.

Schedule

1.The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2026 (Amendment No 20) Order 2026 proposes to:

a) Prevent you from waiting and loading at any time in: i)Newport Street on its both sides from its junction with Holmesdale Street for a distance of 10 metres south east ii)Holmesdale Street on its east side from its junction with Newport Street for a distance of 8 metres south west and 7 metres north east

b)Prevent you from waiting at any time with no loading between the hours of 8:30am – 9:15am and 2:15pm – 3:15pm Monday to Friday in:

i) Holmesdale Street on its north west side from its junction with Bromsgrove Street for a distance of 8 metres southwest

ii) Bromsgrove Street on its south side from its junction with Holmsdale Street for a distance of 15 metres west and on its north side from the same junction for a distance of 20 metres west

c) Prevent you from stopping between the hours of 8am – 4:30pm Monday to Friday in Holmesdale Street on its north west side from a point opposite the property boundary of 116/114 for a distance of 31.56 metres southwest

2.The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2026 (Amendment No 26) Order 2026 proposes to:

a) establish Electric Vehicle Charging Only Bays in the lengths of roads listed in the bulletpoints below. Vehicles must be actively charging when using the bay.

i) Poplar Road, Fairwater, on its south side from a point 66 metres south east of its junction with Laburnum Place for a distance of 6.6 metres south east and from a point 72.6 metres south east of its junction with Laburnum Place for a distance of 18 metres south east (3 bays)

ii) Pennsylvania, Pentwyn, on its north side from a point 44 metres south east of its junction with Lincoln Court for a distance of 9.6 metres east (4 bays)

iii) Heol Y Nant (Car Park), Pentyrch and St Fagans i) From a point 81 metres south west of its junction with Heol Berry and 2.7 metres east of the southeast side of Heol Y Nant for a distance of 2.4 metres south east, and ii) From a point 81 metres south west of its junction with Heol Berry and 5.1 metres east of the south east side of Heol Y Nant for a distance of 2.4 metres east (two bays nearest to the car park entrance in the northern part of the car park)

iv) Universal Street, Grangetown, on its north side from a point 40 metres west of its junction with Mardy Street for a distance of 14 metres west (2 bays), and on its south side from a point 42 metres west of its junction with Mardy Street for a distance of 12 metres west (2 bays)

b) Amend existing restrictions to limit waiting to 2 hours maximum stay (no return within 2 hours) operational between the hours of 8am – 6:30pm Monday to Saturday (inclusive) in Universal Street on its north side from a point 7 metres west of its junction with Mardy Street for a distance of 18 metres west and from a point 34 metres west of the same junction for a distance of 6 metres west, and on its south side from a point 35 metres west of its junction with Mardy Street for a distance of 7 metres west

c) Revoke the Disabled Persons Parking Place outside 107 Clare Road

d) Revoke the Special Parking Place (Doctors Bay) connected to the Disabled Persons Parking Place outside 107 Clare Road
