Notice of Proposals

NOTICE IS HEREBY GIVEN that the Assistant Director – Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Askwith Road, Hindley Green) (Temporary Closure) Order 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Askwith Road, Hindley Green on 11th November 2026 between the hours of 12:00 and 16:00 only.

The alternative route for traffic is: Park Road – Atherton Road.

The Order is necessary to allow the replacement of frame and cover.

Formby Avenue and Car Bank Street, Atherton – Prohibition of Waiting

Notice of Proposals

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.637) Order 2026.

The effect of the Order will be to revoke restricted waiting on Monday to Saturday from 8.00am to 6.00pm on:

• Formby Avenue, Atherton (Both sides) from its junction with First Avenue to a point 15 metres north of its junction with Gloucester Street.

• First Avenue, Atherton (Both sides) from its junction with Formby Avenue for a distance of 19 metres in an easterly direction.

The effect of the Order will be to revoke no waiting at any time on:

• Formby Avenue, Atherton (Both sides) from its junction with Gloucester Street for a distance of 15 metres in a northerly direction.

The effect of the Order will be to introduce no waiting at any time on:

• Formby Avenue, Atherton (East side) from its junction with Gloucester Street to a point 15 metres north of its junction with First Avenue.

• Formby Avenue, Atherton (West side) from its junction with Gloucester Street to its junction with Car Bank Street.

• Formby Avenue, Atherton (East side) from its junction with Car Bank Street to a point 20 metres south of its junction with Car Bank Street.

• Formby Avenue, Atherton (Both sides) from its junction with Car Bank Street to a point 10 metres north of its junction with Car Bank Street.

• Car Bank Street, Atherton (Both sides) from its junction with Car Bank Street to a point 15 metres northeast of its junction with Car Bank Street.

• Car Bank Street, Atherton (Both sides) from a point 20 metres west of its junction with Formby Avenue to a point 21 metres east of its junction with Formby Avenue.

There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge in the amount set by the Council shall be payable and/or the vehicle may be removed.

A copy of the proposed Order, the Order to be amended, and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing libby.gill@wigan.gov.uk

Car Bank Street, Atherton – Proposed Zebra Crossing

Notice of Intent

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a zebra crossing on the following street:

• Car Bank Street, Atherton at a point 18 metres west of its junction with Formby Avenue for a distance of 4 metres.

A copy of the map showing the respective position of the proposed zebra pedestrian crossing will be available to view at https://www.wigan.gov.uk/Resident/Parking-Roads-Travel/Roads/Traffic-regs-orders.aspx or will be available upon request by emailing libby.gill@wigan.gov.uk.

Wigan Borough (Hope Fold Avenue, Atherton) (One Way Working) Order 2026

Notice of Making

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1 of the Road Traffic Regulation Act 1984 and of all other enabling powers has made the Wigan Borough (Hope Fold Avenue, Atherton) (One Way Working) Order 2026 which will come into operation on 26th October 2026.

The effect of the Order will be to introduce One Way Working on:

• Hope Fold Avenue, Atherton from its junction with Leigh Road to its junction with Mere Fold Lane in an easterly direction.

A copy of the Order and of the relevant map may be requested by emailing libby.gill@wigan.gov.uk.

Any person who desires to question the validity of the Order or any provision contained therein on the ground:

(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or

(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 22nd September 2026 make application for the purpose to the High Court.
