(Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of A13 Vange Bypass, Vange in the District of Basildon, from a point where the Thurrock District Boundary is for a distance of approximately 2785m in a north easterly direction.
2. To temporarily close that length of Five Bells Slip Road To Southend Road Westbound, Fobbing/Vange in the District of Basildon, from the junction with Five Bells Roundabout North to the junction with A13 Vange Bypass a distance of approximately 380m.
The closures are scheduled to commence on (19th October 2026) (21:00-05:00) and then on (22nd October 2026 - 24th October 2026) and again on (10th November 2026 - 13th November 2026), or where stated on a valid permit (EP20171414261 -A & EP20171414261-B – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closures are required for the safety of the public and workforce while installation and removal of MUON detector units works are undertaken by Essex County Council.
An alternative route is A176, A1321, A132 and vice versa.
The Order will come into effect on 8th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Cow Watering Lane, Writtle) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Cow Watering Lane, Writtle in the City of Chelmsford, from a point approximately 70m south east of its junction with Old Roxwell Road for a distance of approximately 75m in a south easterly direction.
The closure is scheduled to commence on 27th October 2026 for 4 days, or where stated on a valid permit (EN014M125313 – Essex and Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while fire hydrant renewal works are undertaken by Essex and Suffolk Water.
An alternative route is available via Cow Watering Lane, Old Roxwell Road, Roxwell Road, Roxwell Road Roundabout, Lordship Road, Cow Watering Lane and vice versa.
The Order will come into effect on 8th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Pennys Lane, Margaretting) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Pennys Lane, Margaretting in the City of Chelmsford, from a point approximately 50m north east of its junction with Main Road for a distance of approximately 20m in a north easterly direction.
The closure is scheduled to commence on 26th October 2026 for 1 day, or where stated on a valid permit (EC30052459226 – UK Power Networks). Effect of the order: To temporarily close that length of Patching Hall Lane, Chelmsford in the City of Chelmsford, from a point approximately 10m south west of its junction with Longleat Close for a distance of approximately 20m in a south westerly direction. The closure is scheduled to commence on 28th October 2026 for 4 days, or where stated on a valid permit (EC30096781840 – UK Power Networks).

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of South Street & Breeds Road, Great Waltham in the City of Chelmsford, from the junction with Cherry Gardens Road for a distance of approximately 780m in a south westerly, north westerly then south westerly direction. The closure is scheduled to commence on 26th October 2026 for 3 days, or where stated on a valid permit (BC311002WH2NVT3S & BC311003WH2NVT3S – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cabling works are undertaken by Openreach.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Tavistock Road, Chelmsford in the City of Chelmsford, from a point approximately 30m south east of its junction with Bodmin Road for a distance of 20m in south easterly direction. The closure is scheduled to commence on 28th October 2026 for 2 days, or where stated on a valid permit (BC411001WGTG078Y – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

(Spalding Way, Great Baddow) (Temporary Prohibition of Traffic) Order 2026
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Spalding Way, Great Baddow in the City of Chelmsford, from a point approximately 30m north east of its junction with Paschal Way for a distance of approximately 30m in a north easterly direction.
The closure is scheduled to commence on 12th October 2026 for 18 days, or where stated on a valid permit (BC411001WH1LM47X – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Openreach.
An alternative route is available via Spalding Way, Paschal Way, Tabors Avenue, Spalding Way and vice versa.

(Various Roads, City of Chelmsford, Borough of Basildon & District of Rochford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (Streetworks SW13) Order 2026
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford, Borough of Basildon & District of Rochford as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works are scheduled to commence after 24th September 2026, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.
The closures/restrictions are required for the safety of the public and workforce while carriageway resurfacing works are undertaken by County Range.
The Order came into effect on 24th September 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
