RAISED PEDESTRIAN CROSSING IN ROYAL HOSPITAL ROAD
Section 23 of the Road Traffic Regulation Act 1984, and Section 90C of the Highways Act 1980
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) proposes under section 23 of the Road Traffic Regulation Act 1984, and section 90C of the Highways Act 1980 to establish a raised ‘zebra’ pedestrian crossing in Royal Hospital Road with its centreline located 18 metres northeast of the centre line of the northeastern arm of Ormonde Gate.
2. Associated zig-zag markings would be placed on the carriageway either side of the crossing in accordance with the Zebra, Pelican and Puffin Pedestrian Crossing Regulations and Directions 1997 and these will indicate “at any time” restriction on waiting by vehicles, including waiting for the purposes of loading or unloading goods from a vehicle.
3. It is intended to place a zebra crossing on a proposed ‘raised table’, in accordance with the Highways (Road Humps) Regulations 1999. As a guide, the ‘raised table’ would be an elevated section of carriageway, with a flat top, approximately 75mm higher at its highest point than the surrounding carriageway, approximately 7 metres wide and approximately 9 metres in length.
4. The raised pedestrian crossing is being introduced to provide a safe pedestrian crossing facility and improve road safety for pedestrians.

6. Anyone wishing to make any representations about the proposed pedestrian crossing changes should send a statement in writing by email to trafficorders@rbkc.gov. uk or by post to Traffic Management Orders, Transport and Highways, 3rd Floor, Kensington Town Hall, Hornton Street, London W8 7NX quoting reference: Royal Hospital Road Pedestrian Crossing, by 21 October 2026.
7. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
