What is happening?

The Essex County Council (Basildon Borough) (Prohibition Of Waiting, Loading And Stopping) And (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.55) Order 202*

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the Traffic Authority Essex County Council granted under an Agreement dated 30 June 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order: To revoke or propose parking restrictions on the following lengths of road in the Borough of Basildon as specified below.

1. To propose to extend the current 24hr Clearway including verge and footway on the following lengths of road in the Borough of Basildon:

Dry Street, Basildon

BOTH SIDES – from a point 88 metres southwest from its junction with Clark Street extending south-westwards for 135 metres.

2. To propose ‘No Waiting at Any Time’ on the following lengths of roads in the Borough of Basildon:

Tye Common Road, Billericay

WEST SIDE – from a point 9 metres south from its junction with Blunts Wall Road extending southwards for 27 metres.

NORTHWEST SIDE – from a point 15 metres northeast from its junction with Fairfield Rise extending south-westwards for 36 metres.

BOTH SIDES – from a point 15 metres north from its junction with Cherry Trees extending southwards for 35 metres.

BOTH SIDES – from a point 15 metres north from its junction with Tyelands extending southwards for 35 metres.

NORTH SIDE – from its junction with Tye Common Road extending eastwards and then north-eastwards for 66 metres.

SOUTH SIDE – from its junction with Tye Common Road extending eastwards for 41 metres.

3. To revoke a ‘Permit M Bay’ on the following length of road in the Borough of Basildon:

Dordells, Basildon

EAST SIDE of parking area – from a point 32 metres southwest from its junction with Great Knightleys a bay measuring 5mts x 2.5mts.

4. To propose ‘Disabled Permit Bays BAS016 & BAS017’ on the following lengths of road in the Borough of Basildon:

Dordells, Basildon

Disabled Bay BAS016 – East side of parking area – from a point 29 metres southwest from its junction with Great Knightleys a bay measuring 5mts x 3mts.

Disabled Bay BAS017 – East side of parking area – from a point 33 metres southwest from its junction with Great Knightleys a bay measuring 5mts x 3mts. Map tiles: TQ690 885 & TQ690 887

This Proposed Order would be incorporated into The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TQ665 937 Rev 0 to Rev 1, TQ665 940 Rev 0 to Rev 1, TQ690 885 Rev 0 to Rev 1, TQ690 887 Rev 0 to Rev 1, & TQ695 867 Rev 0 to Rev 1.

If you wish to object to the proposed Order, or write in support of it, you should either send an email to trafficreg@chelmsford.gov.uk or write to the undersigned, stating the reasons for such objection or support, by 20th October 2026. Any such representations will be taken into account by the Council with the result that they may be made available to the public under sections 100A-100K & Schedule 12 of the Local Government Act 1972 if and when a report is made to the South Essex Parking Partnership Sub Committee.
