Carlisle - Temporary Traffic Restrictions for the Winter Droving Event

CUMBERLAND COUNCIL (VARIOUS ROADS IN THE CITY OF CARLISLE) (WINTER DROVING) (TEMPORARY TRAFFIC REGULATION) ORDER 2026

NOTICE IS HEREBY GIVEN that to facilitate the holding of the Winter Droving event in the City of Carlisle (“the Event”), Cumberland Council intends to make an Order under Section 16A of the Road Traffic Regulation Act 1984 (the 1984 Act) with the approval of the Secretary of State for Transport under 16(B)(6) of the 1984 Act, the effect of which is to: -

1. Prohibit any vehicle from proceeding along the lengths of road in the City of Carlisle, as specified in Schedules 1 to 4 inclusive during the hours specified in the said Schedules.

Suitable alternative routes for vehicles will be signed on site if applicable.

2. Prohibit any vehicle from waiting at any time, on any day and/or from loading and unloading, at any time, on any day (including blue badge holders) along the lengths of road specified in Schedule 5 during the hours specified in the said Schedule.

3. Nothing in the Order to which this notice relates shall:

a) Apply to any vehicle being used for police, fire brigade or ambulance purposes, or the purpose of an undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into the section of road to which the order applies; and

b) Apply to anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer or a traffic marshal of the Event; and

c) Have the effect of preventing at any time access for pedestrians to any premises situated on or adjacent to the roads, or to any other premises accessible for pedestrians from, and only from the roads; and

d) Apply to vehicles being used in connection with or to facilitate the Event

e) Apply other than at such times and to such extent as is indicated by the appropriate traffic signs.

The Order will come into operation at 1700 hours on Friday 23 October 2026 and may continue in force for a maximum duration of three days from that date. However, please note that it is anticipated that the restrictions will only be required for over 2 days during the times and on the dates stated in the Schedules, and only as and when the appropriate traffic signs are displayed.

SCHEDULE 1 - ROLLING ROAD CLOSURE

Duration: Between 1820 and 1850 hours on Saturday 24 October

1. West Tower Street, from its junction with Scotch Street, extending for approx. 80m to its junction with Market Street.

N.B It is anticipated that this road will only be closed for a short period as a procession progresses along the road.

SCHEDULE 2 - ROAD CLOSURES

Duration: From 1700 hours on Friday 23 October 2026 to 2200 hours on Saturday 24 October 2026

1. Abbey Street, from a point where it meets Paternoster Row, extending for approx. 170m to its junction with Annetwell Street and

2. Paternoster Row, from its junction with Castle Street, extending for approx. 90m to a point where it joins Abbey Street.

SCHEDULE 3 - ROAD CLOSURES

Duration: Between 0600 and 2200 hours on Saturday 24 October 2026

1. Bank Street, from its junction with A7 Lowther Street, extending for approx. 125m to its junction with English Street; and

2. Scotch Street, from its junction with West Tower Street, extending in an overall southerly direction for approx. 170m; and

3. Castle Street, from its junction with St Marys Gate, extending in a south easterly direction for approx. 190m; and

4. English Street, from a point approx. 70m south east from its junction with St Cuthbert’s Lane, extending in a south easterly direction for approx. 20m; and

5. English Street, from its junction with Devonshire Street and Victoria Viaduct, extending in a north westerly direction for approx. 30m.

SCHEDULE 4 - ROAD CLOSURES

Duration: Between 1500 and 2030 hours on Saturday 24 October 2026

1. Market Street, from its junction with West Tower Street, extending for approx. 100m to its junction with Fisher Street; and

2. Fisher Street, from its junction with St Mary’s Gate, extending for approx. 200m to its junction with Finkle Street; and

3. St Marys Gate, from its junction with Castle Street, extending for approx. 70m to its junction with Fisher Street; and

4. Castle Street, from its junction with Finkle Street and Annetwell Street, extending for approx. 230m to its junction with St Marys Gate; and

5. Finkle Street, from its junction with Fisher Street, extending for approx. 90m to its junctions with Annetwell Street and Castle Street; and

6. Annetwell Street, from its junction with Castle Street, extending for approx. 130m to its junction with West Wall; and

7. West Walls, from its junction with Annetwell Street, extending in a south easterly direction for approx. 450m to Heads Lane.
