Southampton - Proposed Parking, Waiting, Loading and Stopping Restrictions

THE CITY OF SOUTHAMPTON (MINOR TRAFFIC REGULATION SCHEMES)

ORDER 2026

NOTICE IS HEREBY GIVEN THAT SOUTHAMPTON CITY COUNCIL proposes to make the above Order, the effects of which would be:

1. To introduce No Waiting at Any Time restrictions in the following lengths of road:

a. Archery Road, west side, From 1m north of the extended northern boundary of 1 Archery Road south-eastwards for 33m.

a. Beatrice Road, south-east side, For its remaining unrestricted extent (in place of existing No Waiting 8am-6pm, Mon-Sat restrictions).

c. Browning Avenue, both sides, From 15m west of its junction with Hinkler Road westwards to 10m west of its junction with Solent Avenue.

d. Firgrove Road, east side, From the property boundary of 95 Firgrove Road and 97 Firgrove Road northwards to the property boundary of 115 Firgrove Road and 117 Firgrove Road, west side, From its junction with Wolseley Road, southwards for 12m

e. Harland Crescent, both sides, From its junction with Wilton Crescent south-westwards for 10m.

f. Henstead Road, south side, From 118m west of its junction with Bedford Place westwards for 10m (in place of existing Permit Parking Only 8am-6pm Mon-Sat restrictions).

g. Hill Cottage Gardens, west side, From its junction with Mansbridge Road southwards for 26.5m, east side, From its junction with Mansbridge Road southwards for 27m.

h. Kentish Road, south-west side, From10m north-west of its junction with Grove Road north-westwards for its remaining length

i. Kingsclere Avenue, south-east side, From 1m south-west of the shared boundary between 5/7 Kingsclere Avenue north-eastwards to 10m north-east of 1/3 Kingsclere Avenue.

j. Knighton Road, both sides, From its junction with Wodehouse Road north-eastwards for 20m.

k. Ludlow Road, south-east side, From 1m north of the extended south-western boundary of 61 Ludlow Road south-eastwards for 11m.

l. Manor Farm Road, east side, From the shared boundary of 39/41 Manor Farm Road, southwards for 6m (in place of existing Limited Waiting restrictions 1hr Max, 8am-6pm, Mon-Sat (NR 1hr))

m. Mansbridge Road, south side, From 10m west of its junction with Hill Cottage Gardens to 10m east of its junction with Hill Cottage Gardens.

n. Radcliffe Road, west side, From 19m north of its junction with Summers Street to 10m north of its junction with Union Road (in place of existing No Waiting 8-6 Mon-Sat restrictions).

o. Randolph Street, south-west side, From its junction with Firgrove Road north-westwards for 10m.

p. Redbridge Hill, south side, From 10m east of its junction with Redbridge Hill (slip road) to 10m west of its junction with Redbridge Hill (slip road); north side, From 34m west of its junction with Irving Road westwards for 14m; From 64m west of its junction with Irving Road westwards for 12m.

q. Redbridge Hill (service road) north side, From 10 east of its junction with Redbridge Hill westwards to 10m west of its junction with Redbridge Hill.

r. Solent Avenue, both sides, From its junction with Browning Avenue south-eastwards for 10m.

s. Wilton Crescent, south-west side, From its 10m south-east of its junction with Harland Crescent north-westwards to 10m north-west of its junction with Harland Crescent, north-east side, From 10m south-east of its junction with Wilton Gardens north-westwards to 20m north-west of its junction with Wilton Gardens.

t. Wilton Gardens, north side, From its junction with Wilton Crescent eastwards for 10m, south side, From its junction with Wilton Crescent eastwards for 14m.

u. Wodehouse Road, north side, From 15m east of its junction with Knighton Road to 15m west of its junction with Knighton Road.

v. Wolseley Road, north-west side, From its junction with Firgrove Road south-westwards for 31.5m, south-east side, From its junction with Firgrove Road south-westwards for 10m.

2. To introduce No Loading at Any Time restrictions in the following lengths of road:

a. Commercial Road, north side, From its junction with Above Bar Street westwards for 37m; From 59m west of its junction with Above Bar Street westwards for 3.5m; From 115.5m west of its junction with Above Bar Street westwards for 5m; From 160m west of its junction with Above Bar Street westwards to its junction with Havelock Road, south side, From its junction with Havelock Road north-eastwards for 49m; From 64m north-east of its junction with Havelock Road eastwards to its junction with Above Bar Street

b. Villiers Road, both sides, From its junction with Shirley Road south-westwards for 59m.

3. To introduce Parking Places (No Return Same Day) with a 4-Hour Limit 8am – 6pm Monday to Saturday on Aldermoor Road, south side, From 82m east of its junction with Tanners Close eastwards for 48m.

4. To introduce a Goods Vehicle Loading Bay Max stay 30-minutes (In place of No Waiting at Any Time restrictions) on Commercial Road, south side, From 60m west of its junction with Havelock Road westwards for 20m.

5. To introduce No Stopping except Police Vehicles and Ambulances on Commercial Road, south side, From 49m north-east of its junction with Havelock Road north eastwards for 10m (In place of No Waiting at Any Time restrictions).

6. To introduce a Disabled Parking Bay Max stay 4-hours (No Return Same Day) (In place of an existing Disabled Parking Bay) on Lower Canal Walk, east side, From 63m north of its junction with Town Quay northwards for 11.5m.

7. To introduce Loading Bay, Max stay 30-minutes (In place of No Waiting at Any Time restrictions) on Commercial Road, south side, From 40m west of its junction with Havelock Road westwards for 20m.

Any person wishing to object or make any other representation relating to this Order must do so in writing via the Councils website: https://transport.southampton.gov.uk/TRO or by post to the Traffic Regulation Team at Balfour Beatty Living Places, City Depot, First Avenue, Southampton, SO15 0LJ quoting the Order title and, where objecting, stating the grounds for the objection, within 21 days of the date of this notice (i.e. by 16th October 2026).
