Notice Is Hereby Given that the District Council has received applications for planning permission, Listed Building Consent, a Departure, Major Development, Significant Development, or which may affect a Public Right of Way as the case may be for developments as briefly described in the following schedule.
MO/2026/01317 & MO/2026/01318LBC: HEADLEY HALL HEADLEY GROVE HEADLEY KT18 6NR: Full exterior and interior restoration of Headley Hall following fire damage including replacement of windows and doors; plastering of the exterior walls; implementation of eaves brackets; reinstatement of two double-storey bay windows to the west elevation; restoration or replacement of stone window cills; boxed eaves reinstated in timber and associated corbelling; replacement of cast iron external soil, waste and rainwater pipes; reduction of depth of previously approved rear portico; installation of domestic sewage treatment plant; and new/restoration of steps to the west side entrance. Internal alterations to fully re-integrate the formerly three separate dwellings to restore the house to a single dwelling which include skirting, cornices, architraves, arches, dado rails, mouldings and surrounds; replacement fireplaces; built in floor to ceiling wardrobes; new electrical fittings throughout including spot lights, fire control system, misters, alarms, panels and coverings, and speakers; air conditioning vents replacement lintels; replacement flooring/floorboarding; fire boarding; alterations to basement and associated works; repairing of masonry walls; reconstruction of timber joists; and associated interior finishing.
MO/2026/01311: 81 - 85, High Street, Dorking, Surrey, RH4 1AW: Variation of Condition 2 of planning permission MO/2024/0372 for the erection of roof extension to provide residential accommodation and outdoor amenity space, replacement of entrance door (off Church Passage), alterations to flats on first and second floors and their outdoor amenity spaces to allow French doors to existing opening on the rear elevation at first floor; 2 No. fire escape stairs to rear elevation; widening of the kitchen window to flat 3 at second floor level; new openings to accommodate automatic opening vent, smoke ventilation and external dry riser; new drainage runs; metal railings fixed externally to the existing wall; extension to metal railings to the secondfloor terrace of Flat 3; revisions to the approved terrace wall design; and repairs to drainage, water and rainwater goods.

NOTICE UNDER ARTICLE 15(1A) AND 16 FOR PLANNING PERMISSION ACCOMPANIED BY AN ENVIRONMENTAL STATEMENT AND WITHIN 10M OF RAILWAY LAND. MO/2025/02695: LAND AT BULL HILL AND SWAN SHOPPING CENTRE LEATHERHEAD
PLEASE NOTE: Amended description and amended and additional information received:
• Reduction in the number of residential units so that the upper limit does not exceed 450 residential units across the Bull Hill Site; • Reduction in the Parameter Plans for the outline area to the equivalent heights of 6- storey and 10- storeys for Blocks G and H (G - reduction by 4-storeys and H - reduction by 2-storeys);
• Reduction in the Parameter Plans for the outline area for the height and mass of the Multi-Storey Car Park (MSCP) (reduction in height by 4m, length reduced by 5m).
• Removal of ancillary buildings previously attached to Blocks B, D and E/F in the detailed area;

Bull Hill: Demolition of existing buildings. Full details of Access, western access road and associated highways works and 'Phase 1' comprising 272 residential dwellings (Class C3) in Blocks A-F and ground floor commercial/ community floorspace (flexible Class E/Class F2) and associated works.
All other matters reserved (Appearance, Landscaping, Layout and Scale) for residential dwellings (Class C3), commercial floorspace (Class E), multi-storey car parking, public park, play space and associated landscaping, parking and amenity and associated works.
An Environmental Statement has been submitted in support of the application which, alongside the Swan Centre proposals, assesses the environmental effects of an illustrative masterplan for the proposed development at Bull Hill showing a total of 450 dwellings (including the detailed area), commercial floorspace (Class E) and multi-storey car parking in buildings of between 3 and 10 storeys in height, public park, play space and associated landscaping, parking and amenity space.
