Kirklees - On-Street Parking Places, Waiting, Loading And Stopping Restrictions Order

KIRKLEES COUNCIL (TRAFFIC REGULATION) (CONSOLIDATION ORDER PROVIDING ON-STREET PARKING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS AND MIGRATION TO A ‘MAP-BASED’ FORMAT) ORDER 2024 (AMENDMENT NO. 08) ORDER 2026

FITZWILLIAM STREET & BRUNSWICK STREET, HUDDERSFIELD

The Council of the Borough of Kirklees propose to make the above Order under their powers in the Road Traffic Regulation Act 1984 the effect of which, as it affects a lengths of roads in the Huddersfield area of the Kirklees district, will be to amend the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading And Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 so as to:

i. Prohibit the waiting at any time on lengths of the following roads in Huddersfield:
1. Fitzwilliam Street
2. Brunswick Street

ii. Revoke items in the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading and Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 relating to the existing waiting restrictions on a length of Brunswick Street, which will be redundant when certain parts of the restrictions referred to above are introduced:

iii. Modify items in the Kirklees Council (Traffic Regulation) (Consolidation Order Providing On-Street Parking Places, Waiting, Loading and Stopping Restrictions and Migration to a ‘Map-Based’ Format) Order 2024 relating to the existing waiting restrictions on a length of Fitzwilliam Street, which will be redundant when certain parts of the restrictions referred to above are introduced: 

REASON: Planning and funding have been granted to reconstruct the existing footpath that runs from Brunswick Street (New North Parade) to Fitzwilliam Street alongside the railway lines – introducing a full width shared use footway and a new short shared footway link to bypass the existing stairs - creating a new shared walking and cycling link.

The proposals include:
• Introducing kerb buildout areas on both sides of Fitzwilliam Street where the new footpath link ramp joins the existing footpath. This requires shortening of the existing parking bays on Fitzwilliam Street to improve visibility to the new kerb buildouts and introducing corresponding double yellow lines around the buildouts, to ensure road safety visibility guidelines are met.

• A small kerb buildout on Brunswick Street at the cul-de-sac head to provide more shared footway space for pedestrians and cyclists to interact safely. The double yellow lines need to be adjusted here to match the new kerb position. 

It is anticipated these improvements will create a new cycling link towards the railway station and Greenhead college, making a more welcoming and safer pedestrian route.
