Cambridgeshire - Prohibition Of Motor Vehicles For Highway Works

CAMBRIDGESHIRE COUNTY COUNCIL
(The Green, Histon) (Pedestrian And Cycle Zone)
(Experimental) Order 2026

NOTICE is hereby given that on 25th of September Cambridgeshire County Council made the above Order under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

The effect of the Order is to prohibit motor vehicles from entering or proceeding along the following length of road: The Green, Histon

The prohibition will operate between:
• 8.25 am and 9.00 am; and
• 3.00 pm and 3.40 pm, on Mondays to Fridays during school term time.

The Order contains exemptions for:
1. a vehicle requiring access to, or leaving, premises situated on or adjacent to the restricted length of The Green, including vehicles driven or used by residents;

2. police, fire and rescue, and ambulance service vehicles;

3. vehicles being used for local authority, statutory undertaker or utility purposes;

4. refuse collection vehicles;

5. vehicles being used by a universal postal service provider;

6. vehicles being used in connection with highway works, building operations, maintenance or the removal of obstructions;

7. vehicles displaying or operating under a valid waiver, dispensation or written authorisation issued by the Council; and

8. anything done with the permission or at the direction of a police officer in uniform or an authorised officer of the Council.

The restrictions are being introduced experimentally to support a School Street serving Histon and Impington Brook Primary School. The scheme is intended to reduce motor vehicle movements and conflicts during school arrival and departure periods, improve safety for pedestrians and cyclists and encourage active travel.

The Order will come into operation on Monday 28 September 2026 and may remain in force for a maximum period of 18 months.

A copy of the Order, a plan showing the affected length of road and the Council’s Statement of Reasons may be inspected at New Shire Hall, Emery Crescent, Enterprise Campus, Alconbury Weald, Huntingdon, PE28 4YE, by appointment, or viewed online on the County Council’s website.

Anyone wishing to object to the provisions of the Order being made permanent, or to make any other representation concerning the experimental scheme, must do so in writing within six months beginning with the date on which the Order comes into operation.

If the Order is subsequently varied or modified, representations relating to that variation or modification may be made within six months beginning with the date on which it comes into operation. Representations should: quote reference PR1246; state the grounds on which they are made; and be sent by email to school.streets@cambridgeshire.gov.uk, or by post to the address below.

Any person wishing to question the validity of the Order, or of any provision contained in it, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that a requirement of that Act or an instrument made under it has not been complied with, may apply to the High Court within six weeks from 25th of September.
