THE KENT COUNTY COUNCIL (VARIOUS ROADS, THANET) (WAITING RESTRICTIONS AND STREET PARKING PLACES) (CONSOLIDATION) ORDER 2025 (AMENDMENT No.12) ORDER 2026

Road Traffic Regulation Act 1984

The Kent County Council, acting as the Local Traffic Authority and in exercise of its powers and under Sections 1, 2, 3, 4, 5, 19, 32, 35, 36, 45, 46, 49, 51, 53, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the Act‘) and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby proposes to make the following Order:-

The effect of the proposed named Order will introduce or amend waiting restrictions DYL (Double Yellow Lines) means no waiting at any time on the following length of roads in Thanet:-

Roads in Broadstairs in the District of Thanet
MILLENNIUM WAY – DYL – On the northern side of the road from the junction of Northwood Road for a distance of 15 metres and on the southern side of the road from the junction of Northwood Road for a distance of 15 metres.
DOLPHIN CLOSE – DYL – On the western side of the road in a southerly direction from the junction of Marine Drive for a distance of 10 metres and on the eastern side of the road in a southerly direction from the junction of Marine Drive for a distance of 10 metres.
MARINE DRIVE – DYL – On the southern side of the road in an easterly direction from the junction of Dolphin Close for a distance of 10 Metres and on the southerly side of the road in a westerly direction for a distance of 10 metres.

Roads in Margate in the District of Thanet
DALBY SQUARE – DYL – On the south eastern corner of the road around the bend in a northerly direction and in a westerly direction for 20 metres.
PARK PLACE – DYL – Replace existing single yellow lines on the western side of the road opposite 12 & 13 Park Place and opposite 16,17 and 18 Placed. On the eastern side of the road outside 16 - 24 Park Place.
WAlPOLE ROAD – DYL – On the north side of the road around the bend in a north westerly direction to connect with the existing double yellow lines and for a distance of 5 metres in a north easterly direction.

Roads in Ramsgate in the District of Thanet
LORINA ROAD – DYL – On the western side of road in a southerly direction from the junction of Whitehall Road for a distance of 10 metres and on the eastern side of the road in a southerly direction from the junction of Whitehall Road for a distance of 10 metres.
MONKTON PLACE – DYL – Extend the existing double yellow lines on the western side of the road in a southerly direction from outside number 1 Monkton Place to the entrance to the garage block.
NETHERCOURT FARM ROAD – DYL – On the northern side of the road extending the existing double yellow lines in a westerly direction from the junction of Nethercourt Hill for a distance of 10 metres.
PRICE’S AVENUE – DYL – On the northern side of the road in a westerly direction from the junction of Southwood Road for a distance of 10 metres
SHAFTSBURY STREET – DYL – On the southern side of the road in a westerly direction from the junction of Waterloo Place for a distance of 10 metres and on the southern side of the road in an easterly direction from the junction of Waterloo Place for a distance of 10 metres.
SOUTHWOOD ROAD – DYL – On the western side of the road in a northerly direction from the junction of Price’s Avenue for a distance of 10 metres and on the eastern side of the road outside number 63-65 for a distance of 10 metres.
VALE SQUARE – DYL – On the north side of the road in a westerly direction for a distance of 10 metres from the junction of Marlborough Road
WATERLOO PLACE – DYL – On the western side of the road in a southerly direction from the junction of Shaftsbury Street for a distance of 10 metres and on the eastern side of the road in a southerly direction from the junction of Shaftsbury Street for a distance of 10 metres.
WHITEHALL ROAD – DYL – On the southern side of the road in a westerly direction for a distance of 10 metres from the junction of Lorina Road and on the southern side of the road inan easterly direction from the junction of Lorina Road.

The effect of the proposed named Order will introduce or remove Loading Bays on the following length of roads in Thanet:-

VICTORIA PARADE – New loading bay on the eastern side of the road, opposite the San Clu Hotel

The effect of the proposed named Order will introduce or remove disabled persons parking Bays on the following length of roads in Thanet:-

STATION ROAD - Replace existing 3 pay and display parking bays with 2 disabled persons parking bays outside number 84 - 90 Roads in Margate in the District of Thanet
GLENCOE ROAD - New bay across the frontage of 72 Glencoe Road
ST AUGUSTINES AVENUE- New bay across the frontage of 16 St Augustines Avenue
SELBORNE ROAD - New bay across the frontage of 31 Selborne Road
SELBORNE ROAD - New bay across the frontage of 45 Selborne Road
VICTORIA AVENUE - New bay across the frontage of 19Victoria Avenue
VICTORIA AVENUE - New bay across the frontage of 64 Victoria Avenue

ALBION MEWS - Remove bay across the frontage of 21 Albion Mews
CARLTON AVENUE - New bay across the frontage of 5 Carlton Avenue
DANE ROAD - Remove bay outside 9 Dane Road for usage by 14 Dane Road.
DANE ROAD - New bay across the frontage of 14 Dane Road.
DUMPTON PARK DRIVE - New bay across the frontage of 31 Dumpton Park Drive

Roads in Westgate-on-Sea in the District of Thanet
BELMONT ROAD - New bay across the frontage of 113 Belmont Road
VICTORIA AVENUE - New bay across the frontage of 119 Victoria Avenue

The effect of the proposed named Order will introduce or remove Pay & Display Parking Bays on the following length of roads in Thanet:-

Roads in Margate in the District of Thanet

MARINE DRIVE - Repurpose the hotel permit bay to a new pay & display bay outside number 16

A full statement of the Council’s reasons for making the proposed Order, a plan indicating the location and the effect and a copy of any other Orders which will be amended by the made Order may be examined Monday to Friday at The Gateway Plus, Cecil Street, Margate, Kent, CT9 1RE (by
appointment) or viewed online from 1st October 2026 at www.thanet.gov.uk

Representations supporting or objecting to the proposed Order can be made via email tro@thanet.gov.uk or alternatively you can write to the Senior Parking and Policy Engineer at Thanet District Council, Cecil Street, Margate, Kent, CT9 1XZ by 12 noon Thursday 22nd October 2026.
