Waltham Forest - Parking - Waiting Restrictions, CPZ & Permit Amendments

THE LONDON BOROUGH OF WALTHAM FOREST (LBWF)
Minor Batch 5, 2026 (T16(26)) - Removal Of Overnight Waiting Restrictions, Shared-Use Provision Of Residents Parking And Pay By Phone, Extension And Provision Of Waiting Restrictions, Amendment To Permit Eligibility And Correction To CPZ Boundary - The Waltham Forest (Parking Places, Loading Places And Waiting, Loading And Stopping Restrictions) (Amendment No. 26) - Order 2026

Notice Is Hereby Given that THE COUNCIL OF THE LBWF (‘the Council’) on 24th September 2026 made the above-mentioned Order under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.

The General Effect Of The Order Will Be In:
- Greenleaf Road E17, north side – outside the William Morris Community Centre,
a) remove the single yellow line waiting restriction within the pay by phone bay (that operates overnight outside of the Pay by Phone hours of control).
b) add shared-use parking for WSC resident permit holders and Pay by Phone users in the same bay (operational times will be Mon - Sat 8:00am – 9:30pm and Sun 10:00am to 9:30pm and conditions and restrictions for Pay by Phone use remain unchanged).

Billet Road E17, the north-west to south-east access road that runs parallel to the north-west bound A406 slip road – the north-east side, extend the double yellow line "at any time" waiting restrictions (sited across the subway route for cyclists and pedestrians) southward by 6m to the north-west facing wall of No. 1 Waltham Park.

Further Notice Is Hereby Given that on 24th September 2026, the Council under the same RTRA sections mentioned in paragraph 1 also made an Order in Yardley Lane E4, northmost arm. This scheme was advertised on 15th January 2026 (see www.thegazette.co.uk/notice/5036019), and has been made with amendments from the original proposal as follows (Scheme Ref: - T1(26)):
a) south side, an extension from the double yellow line "at any time" waiting restriction situated opposite Nos. 11/11A to a point 1m west of the eastern projected wall of No. 17 (making a continuous waiting restriction on the south side from its junction with Boardman Ave).
b) north side, a double yellow line "at any time" waiting restriction situated outside Nos. 15 and 17 from a point 1m west of the eastern projected wall of No. 17 westwards for 11m.

Further Notice Is Hereby Given that on 24th September 2026, the Council under the same RTRA sections mentioned in paragraph 1 made an Order in Alpha Road E4, both sides – a removal of single yellow line waiting and loading restrictions outside and opposite the flank walls of No. 109/113 Old Church Rd and provide "at any time" double yellow line waiting and loading restrictions between the west facing walls of No. 109/113 Old Church Rd eastwards for a distance of 27m (Scheme Ref: - T13(26)). This scheme was advertised on 19th March 2026 (www.thegazette.co.uk/notice/5084343).

Further Notice Is Hereby Given that the Council under the same RTRA sections mentioned in item 1 on 24th September 2026 made an Order to include missing roads from the QB CPZ namely Amberley Road E10, Avondale Road E17, Boston Road E17, Boundary Avenue, E17 Bowdon Road E17, Farmilo Road E17, Lily Road E17, Northumberland Road E17, Orna Road E17, Rochdale Road E17, Russell Road, E10 Salcombe Road E17, Shrubland Road E10, Theobald Road E17 and those parts of Boundary Road E17 and add properties eligible for permits namely Alexandra Road E17 No.1; Avondale Road E17, Beaconsfield Road E17 Nos. 2 to 24 (even numbers only); Boston Road E17, Boundary Avenue E17, Boundary Road E17 Nos. 142 to 274 (even numbers only) and Nos. 137 to 275 (odd numbers only); Farmilo Road E17 Nos. 1 to 125 (odd numbers only) and Nos. 2 to 122 (even numbers only); Lea Bridge Road E10 Nos. 323 to 453 (odd numbers only); Markhouse Road E17 Nos. 249 to 339 (odd numbers only); Northumberland Road E17, Rochdale Road E17, Salcombe Road E17, Saxon Close E17 Nos. 1 to 6 inclusive.

No changes will be made on street or to map schedules governing the provisions and restrictions in those roads.

Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
