St Helens Parade And Eastern Parade - Proposed Improvements To Pedestrian Facilities

PROPOSED IMPROVEMENTS TO PEDESTRIAN FACILITIES,
ST HELENS PARADE AND EASTERN PARADE, SOUTHSEA (P017-26)

1. Notice is hereby given that Portsmouth City Council proposes to introduce a number of measures to improve pedestrian facilities in St Helens Parade and Eastern Parade. The proposals are to introduce:
a. two zebra crossings, one of which would be in the form of a raised table, as follows:

St Helens Parade - north of its junction with Granada Road, outside Beach Tower

[The introduction of the zebra crossings would entail the loss of approximately three MF Zone Permit holder parking spaces, and approximately eight time limited parking spaces (8am to 7pm parking for 3 hours, no return within 4 hours)];
b. a reduction of 12 metres in the length of the existing southbound bus lane at St Helens Parade, opposite the junction with Canada Road;
c. a 20mph Speed Limit on the following roads:
• St Helens Parade for its entire length
• South Parade from Clarendon Road to Southsea Esplanade
• Southsea Esplanade for its entire length
• Eastern Parade for its entire length
• Eastney Esplanade for its entire length
• Henderson Road from Eastney Esplanade to Melville Road
• Marine Court
• The Ocean At The End Of The Lane for its entire length
• St Helens Parade Link Road for its entire length
• St George's Road from Southsea Esplanade to Selsey Avenue
2. Copies of plans showing the proposals, along with the Draft Order (for reducing the length of the bus lane) and Statement of Reasons are available to view on Portsmouth City Council’s website: Search 'Traffic Regulation Orders" at

www.portsmouth.gov.uk

and select 'Open Traffic Regulation Orders'. Alternatively, they can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9260 6480.
3. Persons wishing to object to these proposals must do so by sending their representations to

or by post to TRO Team, Portsmouth City Council, Civic Offices, Portsmouth PO1 2NE, quoting ref P017-26 within 21 days of the date of this Notice (i.e. by 16 October 2026) stating the grounds for the objection.
