(Temporary Prohibition of Use) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as Amended).

Effect of the order: To temporarily close Byway 51, Little Waltham in the City of Chelmsford from its junction with Footpath 40, east to its junction with Footpath 42 Little Waltham, approximately 120 metres.

The closure is scheduled to commence on 01 October 2026 to 01 April 2027 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce because of an unsafe river crossing, Works will be carried out in due course.

Alternative route will be north via B1008 Main Road, east via The Street/Brook Hill and south via Back Lane and vice versa.

The Order will come into effect on 01 October 2026 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(A131 Great Leighs Bypass, Gt and Lt Leighs) (Filming)
(Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section S14(1) of the Road Traffic Regulation Act 1984 (as amended)

Effect of the order: to temporarily close A131 Great Leighs Bypass in the City of Chelmsford, from the London Road roundabout to the Moulsham Hall Lane Roundabout, in both directions.

The closure is scheduled to commence on 02 October 2026 from 18:00 to 05:00 on the 03 October 2026 or where appropriate signs are showing and weather permitting.

The closure is required for the safety of the public while filming takes place.

The alternative route is via: London Road and vice versa

Access for emergency service vehicles will be maintained at all times during the closure.

The Order will come into operation on 2 October 2026 and may continue in force for 18 months or until the event has been completed, whichever is the earlier

(A414 Harlow/Chelmsford, and Various Side Roads)
(Speed Limits) Order 202*

Notice is hereby given that Essex County Council proposes to make the above Orders under Sections 84(1)(a) and (2) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

The Effect of the Order: To permanently implement the current temporary speed limits.

1. To Implement: 40mph currently National Speed Limit (60mph) (Plan 1 – Location 1)

Road - Direction

High Road (A414)/ Epping Road (A414) From a point approximately 147 metres east of the eastern side of the ‘Talbot’ Roundabout east for approximately 2334 metres Bobbingworth Mill From its junction with A414 Epping Road northeast for approximately 12 metres

2. To Implement: 40mph currently 50mph (Plan 1 – Location 2)

Epping Road (A414) From a point approximately 343 metres west of the extended western kerb line of Stony Lane east and southeast for approximately 1830 metres (approximately 200 metres west of Aukingford Gardens)

Stony Lane From its junction with A414 Epping Road northeast for approximately 80 metres.

3. To Implement: 50mph currently National Speed Limit (60mph) (Plan 2 – Location 3 to Plan 3 Location 8)

A414 – Chelmsford Road/Ongar Road/ Greenbury Way From a point approximately 80 metres east of the eastern side of the ‘Four Wantz’ Roundabout east for approximately 14733 metres.

The Street (West) From its junction with A414 Chelmsford Road south for approximately 83 metres.

The Street (East) From its junction with A414 Chelmsford Road Southwest and then west for approximately 597 metres.

King Street From its junction with A414 Chelmsford Road Southeast for approximately 25 metres.

Willingale Road From its junction with A414 Chelmsford Road north for approximately 16 metres.

Fingrith Hall Lane From its junction with A414 Chelmsford Road Southeast for approximately 14 metres.

Old Barns Lane From its junction with A414 Chelmsford Road Southwest for approximately 220 metres.

‘The Essex County Council (Epping Road and Stony Lane, Ongar) (Speed Limit) Order 2007’ is hereby revoked in its entirety however, any roads not mentioned above shall continue in force by virtue of this new Order.

(Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Birch Lane, Stock in the City of Chelmsford, from its junction with Falkner Close for a distance of approximately 85m in a south westerly direction and from a point approximately 40m north east of its junction with Falkner Close for a distance of approximately 70m in a north easterly direction.

The closure is scheduled to commence on 19th October 2026 for 5 days, or where stated on a valid permit (BC311001WH3FW25H – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while duct laying works are undertaken by Openreach.

(Chelmsford Road, Chelmer Village)
(Temporary Introduction of a Contraflow) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily reverse the westbound traffic flow in that length of Chelmsford Road, Chelmer Village (inside lane only), from a point approximately 315m south west of its junction with Drovers Way Roundabout for a distance of approximately 190m in a south westerly direction. The contraflow is scheduled to commence on 24th October 2026 for 9 days, or where stated on a valid permit (EC30078372225 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The contraflow is required for the safety of the public and workforce while electrical service upgrade works are undertaken by UK Power Networks.

The Order will come into effect on 1st October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(North Hill, Little Baddow)
(Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of North Hill, Little Baddow in the City of Chelmsford, from a point approximately 20m south east of its junction with Spring Close for a distance of approximately 30m in a south easterly direction.

The closure is scheduled to commence on 19th October 2026 for 3 days, or where stated on a valid permit (EN014M205087 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while boundary box replacement works are undertaken by Essex And Suffolk Water.

An alternative route is available via North Hill, The Ridge, Little Baddow Road, A414, Sandon Interchange, Hammonds Road, Church Road, Plantation Road, B1137, Mowden Hall Lane, Worlds End, North Hill and vice versa.

The Order will come into effect on 1st October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Southend Arterial Road, Benfleet/Arterial Road, Rayleigh)
(Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Southend Arterial Road, Benfleet/Arterial Road, Rayleigh in the Borough of Castle Point and District of Rochford, from its junction with Rayleigh Weir Slip Road A127-A129 to its junction with Rayleigh Weir Slip Road, A129-A127 a distance of approximately 720m (Eastbound).

2 To temporarily close that length of Southend Arterial Road, Benfleet/Arterial Road, Rayleigh in the Borough of Castle Point and District of Rochford from its junction with Rayleigh Weir Slip Road A129-A127 to its junction with Rayleigh Weir Slip Road, A129-A127 a distance of approximately 940m (Westbound).

The closures are scheduled to commence on 19th October 2026 for 5 nights (21:00-05:00), or where stated on a valid permit (EP20104768120 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while drainage works are undertaken by Essex County Council.

An alternative route is available via Rayleigh Weir Slip Road from A127 to A129 Eastbound, Rayleigh Weir Roundabout, Rayleigh Weir Slip Road from A129 to A127 Eastbound or Rayleigh Weir Slip Road from A129 to A127 Westbound, Rayleigh Weir Roundabout, Rayleigh Weir Slip Road from A127 to A129 Westbound.

The Order will come into effect on 1st October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Southend Road, Great Baddow)
(Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Southend Road, Great Baddow in the City of Chelmsford, from its junction with Essex Yeomanry Way for a distance of approximately 30m in a south easterly then north easterly direction. The closure is scheduled to commence on 19th October 2026 for 19 days, or where stated on a valid permit (EC30029537603 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.

The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.

An alternative route is available via A1114, Southend Road, A1114, Church Street, Southend Road.

The Order will come into effect on 1st October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.13) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of road in the City of Chelmsford as specified in the schedule to this Order.

A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of the carriageway as per schedule for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

“The Essex County Council (City of Chelmsford) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only.

All other restrictions and exemptions contained in the aforementioned Order and

Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18 month period from 1st October 2026, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (Streetworks SW14) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.

A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure is scheduled to commence on 20th October 2026 for 4 days, or where stated on a valid permit (BC311002WH3F136J – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while cabling works are undertaken by Openreach.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Bicknacre Road, East Hanningfield in the City of Chelmsford, from a point approximately 220m north east of its junction with Highfields Mead for a distance of approximately 300m in a north easterly direction.

The closure is scheduled to commence on 9th October 2026 for 4 days, or where stated on a valid permit (BC411001WGSNTH6W – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

An alternative route is available via Bicknacre Road, Priory Road, B1418, Bicknacre Road, Woodhill Road, Molrams Lane, A1114, Southend Road, East Hanningfield Road, The Common and vice versa.

The Order came into effect on 17th September 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Chatham Green, Little Waltham in the City of Chelmsford, from a point approximately 295m north west of its junction with Strawbrook Hill for a distance of approximately 10m in a north westerly direction.

The closure is scheduled to commence on 6th October 2026 for 3 days, or where stated
