(ST. MARY’S STREET AREA) (TEMPORARY ROAD RESTRICTION AND TRAFFIC REGULATION) ORDER 2026 - TEMP/26/141

The Council has made an Order under the Road Traffic Regulation Act 1984, as amended, the effect of which will be that for a temporary period, to facilitate the renewal of existing carriageway setts, the related site compound and improved traffic flow for diverted vehicles, no person shall: (a) drive or cause or permit to be driven any vehicle on any part of: Phase 1 (i) St. Mary’s St; (ii) boyd’s entry; Phase 2 (iii) high St, from the extended east kerbline of North Bridge, eastwards to the extended west kerbline of Blackfriars St; (iv) niddry St, at High St; Phase 3 (v) high St, from the extended east kerbline of Blackfriars St, eastwards to the extended west kerbline of Jeffrey St; & (b) except with the permission of a Parking Attendant, cause or permit any vehicle to wait or load onto or unload from any vehicle at any time on any part of: (i) Cowgate, north side, from 5m east of the extended east kerbline of Sth Gray’s Cl, eastwards for 20m; Phase 1, Phase 2 & Phase 3 (ii) high St, both sides, from the extended east kerbline of North Bridge, eastwards to the extended west kerbline of Jeffrey St; (iii) blackfriars St, both sides, from the extended north kerbline of Cowgate, northwards for 20m; (iv) blackfriars St, both sides, from the extended south kerbline of High St, southwards for 40m; (v) Canongate, both sides, from the extended east kerbline of St. Mary’s St, eastwards 30m; (vi) Jeffrey St, both sides, from the extended north kerbline of High St, northwards for 30m; Phase 1 (vii) St. Mary’s St; (viii) boyd’s entry; Phase 2 (ix) niddry St, both sides, from the extended north kerbline of Cowgate, northwards for 15m; (x) Cowgate, north side, from the extended west kerbline of Niddry St, westwards for 10m; (xi) Cowgate, north side, from the extended east kerbline of Niddry St, eastwards for 10m; & Phase 4 (xii) Canongate, both sides, from the extended east kerbline of New St, eastwards for 40m. The road closures for Phase 1 shall not be enacted at the same time as the road closures for Phase 2 or Phase 3, or the waiting, loading & unloading prohibition for Phase 4. The road closures for Phase 2 shall not be enacted at the same time as the road closures for Phase 1 or Phase 3, or the waiting, loading & unloading prohibition for Phase 4. The road closures for Phase 3 shall not be enacted at the same time as the road closures for Phase 1 or Phase 2, or the waiting, loading & unloading prohibition for Phase 4. The waiting, loading & unloading prohibition for Phase 4 shall not be enacted at the same time as the road closures for Phase 1, Phase 2, or Phase 3. Existing parking restrictions will be suspended on the affected sections of roads described in (b). The south to north one-way on blackfriars St between New Skinners Cl & High St shall be suspended to facilitate local access for Phase 1, Phase 2 & Phase 3. The north to south one-way on niddry St between High St & Cowgate shall be suspended to facilitate works vehicle & local access for Phase 2. The prohibition of turning right from Chambers St onto George IV Bridge shall be suspended to facilitate local access for Phase 2. There is no available diversion with respect to the Phase 1 road closure of boyd’s entry where local access will not be maintained where practical. The alternative routes for through vehicular traffic in relation to the road closures are: (a) Phase 1 (i) St. Mary’s St - High St, Blackfriars St & Cowgate; (b) Phase 2 (iii) high St - High St, Sth Bridge, Chambers St, George IV Bridge, Bank St, Nth Bank St, Market St, E Market St, Jeffrey St & High St; (iv) niddry St - Niddry St, Cowgate, Blackfriars St & High St; & (c) Phase 3 (v) high St - High St, Blackfriars St, Cowgate & St. Mary’s St. The Order shall have effect from 21/09/26 to 30/06/27.
