The London Borough of Southwark (Free parking places, Loading places and Waiting, Loading and Stopping restrictions) (MTS 2526-T3) Order 202*

1.  Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 

2.  The effects of the Orders, would be to:

(a)  in Controlled Parking Zone (‘CPZ’) 'E' in KENNINGTON PARK PLACE north-east side o/s Kennington Park House (i) relocate 1 existing cycle hangar (2.5 metres ‘m’ in length) 26.5m north-westward, and (ii) amend the length of existing permit-holders' parking places ('permit') reducing overall by 1m (25.5m remain), and add 1m new 'at any time' waiting restrictions (double yellow lines 'DYLs') on the south-east side of the cycle hangar at the new location to accommodate;  

(b) in CPZ 'G' in SPA ROAD south-east side o/s No. 150 Spa Road reduce in length existing 'permit' parking by 3m (35m remain) and add 3m new ‘DYLs’ to accommodate; 

(c) in CPZ 'J' in FIELDING STREET (i) north-west side opposite Pelier Park reduce in length existing 'permit' parking by 5.5m (5.5m remain), and replace with new 5.5m free solo motorcycle only parking, and (ii) north-west side o/s Nos. 26 and 28 Fielding Street remove an existing 4m in length free solo motorcycle only parking and replace with 'permit' parking (new parking bay length is 64m);

(d)  in CPZ 'OKR' in PENARTH STREET south side opposite No. 1 Penarth Street reduce existing permit-holders’ and ‘Pay by Phone’ parking ('shared-use') by 6m (15m remain), and replace with new 6m free solo motorcycle only parking;

(e) in CPZ ‘T' in JOCELYN STREET south-west side relocate an existing ‘at any time’ Disabled Persons parking place ('DPPP') (6.5m in length) 25.5m south-eastward from a location o/s Nos. 18 and 19 Jocelyn Street to a new location o/s No. 16 Jocelyn Street, existing 'permit' parking will be amended by removing 6.5m at the new location and adding 6.5m at the current location to accommodate;

(f) in CRAWTHREW GROVE north-east of its junction with Lordship Lane (i) south-east side on the side of Nos. 29 to 35 Lordship Lane remove 11m existing free 'short stay' parking, and add a new ‘at any time’ bookable permit bay operating every day of the week (12m in length and for the use of authorised permit-holders’ for loading purposes only at all times), and (ii) north-west side on the side of Nos. 25 to 27 Lordship Lane add a new free cycle parking facility (cycle rack) and a new cycle hangar (2.5m in length), relocate an existing cycle hangar north-eastward by 4.5m, and relocate an  existing e-scooter & cycle hire parking place from the south-west side to a new location on the north-west side on the side of Nos. 25 to 27 Lordship Lane;  

(g) in DULWICH WOOD AVENUE south-west side relocate 1 existing cycle hangar (2.5m in length) 10.5m north-westward from a location o/s No. 27 Dulwich Wood Avenue to a new location at the rear of No. 41 Colby Road and add new 'DYLs' either side of the cycle hangar (a total of 2m) at the new location and add 2.5m new DYLs added at the current location to accommodate;

(h) HICHISSON ROAD south-east side add new cycle hangar (2.5m in length) next to existing cycle hangar, on the side of Nos. 78/80 Cheltenham Road to improve storage in the area, and relocate existing 1m length of ‘DYLs’ to the south-west side of the new cycle hangar to accommodate;  

(i) in IVYDALE ROAD remove existing 'DPPP' 6m in length from north-east side o/s Nos. 45 and 47 Ivydale Road that is no longer needed;

(j) in NORWAY GATE south-west side remove 1 existing cycle hangar (2.5m in length) north-west of its junction with Finland Street from the carriageway to the adjacent footway and add 2.5m new 'DYLs'  to accommodate;

(k) in STUART ROAD south side o/s No. 40 Stuart Road install a new ‘at any time’ loading bay operating every day of the week (10m in length and for the use of loading and unloading only) to provide loading for The Ivyhouse pub;

(l) add new ‘at any time’ waiting restrictions (double yellow lines ‘DYLs’) in BELFORT ROAD south-east side opposite No. 32 Belfort Road (5.5m), COLWELL ROAD south-east and north-east side o/s No.10 Colwell Road (10m), CREWYS ROAD both sides south-east of its junction with Kirkwood Road (a total of 10m), CRYSTAL PALACE ROAD south-west side opposite Hartwell Court (10m), ELLAND ROAD on all sides of its north-easternmost extremity o/s No. 4 Elland Road (10m), GORDON ROAD south-west side o/s Nos. 130-136 Gordon Road (10m), KIRKWOOD ROAD north-east side on both sides across its junction with Crewys Road (a total of 10m), LORDSHIP LANE south-west side o/s No. 252 Lordship Lane (6m), PECKHAM RYE south-west side o/s No. 200b Peckham Rye (5m), ST MARYS ROAD (a total of 60m) north-west side o/s No. 36 St Marys Road (13.5m), east and south-east side south of its junction with Belfort Road (36.5m) and south-east and north-east side o/s Nos. 19 to 23 St Marys Road (10m), TILSON CLOSE on all sides (a total of 96.5m), and WOODWARDE ROAD north-east side o/s No. 94 Woodwarde Road (5m); and

(m) the Council will amend the Traffic Management Order map-based schedule as an administrative exercise (no physical changes will be made) at these exact locations below:

(i)  in CHOUMERT ROAD on both sides of Choumert Road south-west of its junction with Peckham Rye add 12 existing ‘at any time’ market trader only bays, operating every day of the week, (ii) in ELM GROVE add 2 existing ‘at any time’ loading only bays, operating every day of the week (max stay 1hr and no return within 2hrs) north-west side on the side of Nos. 54-56 Rye Lane (9.5m in length) and o/s No. 22 Elm Grove (6m in length), north-west side o/s No. 4 Elm Grove add an existing 'timed' 'DPPP' 6m in length operating every day of the week (max stay 3hrs and no return within 2hrs), and add a total of 101m existing 'DYLs' with contiguous 'at any time' loading restrictions (double kerb blips 'DKBs') throughout the remaining kerbline, (iii) in HOLLY GROVE south east side on the side of No. 74 Rye Lane add an existing ‘at any time’ loading only bay 18m in length, operating every day of the week (max stay 1hr and no return within 2hrs) and add a total of 108m existing 'DYLs' with contiguous 'DKBs' throughout the remaining kerbline, (iv) in SNOWSFIELDS north-east side o/s Nos. 40-42 Snowsfields, add an existing ‘at any time’ inset loading only bay 13m in length operating every day of the week, and (v) in ZENORIA STREET south-east side on the side of Nos. 8-10 Lordship Lane amend the operating hours of an existing ‘at any time’ loading only bay (10m in length) to operate every day of the week (max stay 40mins and no return within 2hrs). 

NOTES: (1) ‘permit’ refers to parking places for holders’ of valid parking permits within the Controlled Parking Zone (CPZ) listed, ‘shared-use’ refers to parking places in which holders of a valid permit for the CPZ listed or ‘pay’ (‘Pay by Phone’ ticket holders) are permitted to park within the permitted hours. ‘DYLs’ refer to waiting restrictions and ‘DKBs’ refer to 'at any time' loading restrictions both of which operate 'at any time' - all hours on every day of the week. (2) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking
