THE SOUTHEND-ON-SEA CITY COUNCIL (WAITING, LOADING, STOPPING AND PARKING PLACES) (MAP BASED) (SAN REMO PARADE) AMENDMENT No. ORDER 2026*

Southend-on-Sea City Council (hereinafter referred to as “the Council”) in exercise of its powers under Sections 1, 2, 4 and 122 of the Road Traffic Regulation Act 1984 (as amended) (“the 1984 Act”) and the Traffic Management Act 2004 (“the 2004 Act”) and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III and Part IV of Schedule 9 to the 1984 Act, hereby gives notice that it intends to make the following Amendment Orders:

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Christchurch Road) Amendment No.* Order 2026

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Norwich Avenue) Amendment No.* Order 2026

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (Warners Gardens) Amendment No.* Order 2026

• The Southend-on-Sea City Council (Waiting, Loading, Stopping and Parking Places) (Map-Based) (San Remo Parade) Amendment No.* Order 2026

The effect of the proposed Orders would be as follows:

PTO1371 – Christchurch Road

(i) To introduce a new enforceable disabled persons’ parking bay outside No. 79 Christchurch Road.

PTO1180 – Norwich Avenue

(i) To amend the existing No Waiting at Any Time restrictions (double yellow lines) on the west side of Norwich Avenue adjacent to Cluny Square Park to provide a continuous restriction, by introducing restrictions across 2 currently unrestricted gaps located to the north and south of the point opposite its junction with Pantile Avenue, as shown on the proposal plan.

PTO1172 – Warners Gardens

(i) To extend the existing No Waiting at Any Time restrictions (double yellow lines) on the south side of Warners Gardens for a distance of approximately 43.5 metres, from the end of the existing restriction adjoining Manners Way to the limit of the public highway, as shown on the proposal plan.

PTO1120 – San Remo Parade

(i) To extend the existing No Waiting at Any Time restrictions (double yellow lines) across the unrestricted parts of the east side of San Remo Parade adjoining the Cliffs Pavilion, providing a continuous restriction from the Station Road junction to the southern dead end and around part of that end.

(ii) To introduce No Loading at Any Time restrictions (double kerb marks) along this full length, covering both existing and new double yellow lines and extending through the junction into Station Road up to the bus shelter.

(iii) To introduce No Loading at Any Time restrictions (double kerb marks) along the existing double yellow lines on the west side of San Remo Parade at its junction with Station Road, extending through the junction along the south side of Station Road for a distance of approximately 10 metres from the junction.

(iv) The proposal plan shows the extent of the restrictions. Parking arrangements on the west side of San Remo Parade beyond the junction restrictions would remain unchanged.

Copies of the Notice of Intent (NOI), proposed draft Amendment Orders, the Statement of Reasons for proposing to make the Orders and designs showing the proposals are available for inspection:

• At the Civic Centre, Victoria Avenue, Southend-on-Sea, SS2 6ER.

The public consultation period will be live from 21st September 2026 to 12th October 2026. Any persons desiring to make a comment on the proposals, only within the given dates, can do so by: making a comment on TraffWeb system under ‘Public Consultation’ using the following link, https://southend.traffweb.app/traffweb/2/PublicConsultation, or by emailing traffweb@southend.gov.uk or stating the grounds thereof in writing addressed to the Traffic Management Team to the address stated above.

The changes for On-street parking will amend the following Order; ‘The Southend Borough Council (Waiting, Loading, Stopping and Parking Places) (Map Based) (Consolidation) Order 2021’.
