Southend-on-Sea - Temporary Traffic Restrictions due to Gas Main Replacement Works

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

TEMPORARY PROHIBITION OF TRAFFIC, PARKING, STOPPING, WAITING, LOADING AND UNLOADING ORDER 2026

RIVIERA DRIVE, ILFRACOMBE AVENUE, LOVELACE AVENUE & SURBITON AVENUE, SOUTHEND-ON-SEA

Notice is hereby given that Southend-on-Sea City Council intends, no less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

The Effect of the Order will be to prohibit any vehicle from:-

1. Proceeding on Riviera Drive from its junction with Bellevue Avenue to outside No 55 Riviera Drive.

2. Parking, stopping, waiting, loading & unloading on Riviera Drive from its junction with Bellevue Avenue to outside No 55 Riviera Drive.

3. Entering and exiting Ilfracombe Avenue at its junction with Riviera Drive.

4. Parking, stopping, waiting, loading and unloading on Ilfracombe Avenue from its junction with Riviera Drive to outside and opposite No 26 Ilfracombe Avenue.

5. Entering & exiting Lovelace Avenue at its junction with Riviera Drive.

6. Entering & exiting Surbiton Avenue at its junction with Riviera Drive.

Please note that these works will be completed in phases, with only one junction closed at any given time.

The closures & suspensions are scheduled to commence from 08:00 on the 12th October 2026 until 17:00 on 9th November 2026 or where appropriate signs are showing and weather permitting.

Any alternative route for local traffic will be clearly signposted on site to help minimise disruption and maintain access for residents and businesses throughout the works where possible.

The Order will come into effect on 12th October 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

The closure is required for the safety of the public and workforce whilst Cadent Gas main replacement work takes place.

Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure.

The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the TRAFFIC SIGNS REGULATIONS AND GENERAL DIRECTIONS 2016.

Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
