Notice Declaring Part of Market Place/Doctors Nook, Leigh to be a Highway Maintainable at Public Expense Following Street Works

The carriageway and footways adjoining the above-mentioned street, not being at the date of this Notice, a highway maintainable at public expense have been constructed and built to the requirements of the street works authority.

NOW Wigan Borough Council as the street works authority for the above-mentioned street declares its intention that the carriageway and footways shall be a highway maintainable at public expense on the expiration of a period of one month from the date when this Notice is first displayed, that date being 17th September 2026. The carriageway and footways shall become a highway maintainable at the public expense unless within this period the owner of the carriageway and footways or, if more than one, the majority of the number of owners (joint owners counting as one) object by notice in writing to Wigan Borough Council as set out below.

Notice Declaring Land to the Front of 229 and 231 Mosley Common Road, Tyldesley to be a Highway Maintainable at Public Expense Following Street Works

The carriageway and footways adjoining the above-mentioned street, not being at the date of this Notice, a highway maintainable at public expense have been constructed and built to the requirements of the street works authority.

Formby Avenue and Car Bank Street, Atherton – Prohibition of Waiting

Notice of Proposals

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough Council (Prohibition of Waiting) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.637) Order 2026.

The effect of the Order will be to revoke restricted waiting on Monday to Saturday from 8.00am to 6.00pm on:

• Formby Avenue, Atherton (Both sides) from its junction with First Avenue to a point 15 metres north of its junction with Gloucester Street.

• First Avenue, Atherton (Both sides) from its junction with Formby Avenue for a distance of 19 metres in an easterly direction.

The effect of the Order will be to revoke no waiting at any time on:

• Formby Avenue, Atherton (Both sides) from its junction with Gloucester Street for a distance of 15 metres in a northerly direction.

The effect of the Order will be to introduce no waiting at any time on:

• Formby Avenue, Atherton (East side) from its junction with Gloucester Street to a point 15 metres north of its junction with First Avenue.

• Formby Avenue, Atherton (West side) from its junction with Gloucester Street to its junction with Car Bank Street.

• Formby Avenue, Atherton (East side) from its junction with Car Bank Street to a point 20 metres south of its junction with Car Bank Street.

• Car Bank Street, Atherton (Both sides) from its junction with Car Bank Street to a point 15 metres northeast of its junction with Car Bank Street.

• Car Bank Street, Atherton (Both sides) from a point 20 metres west of its junction with Formby Avenue to a point 21 metres east of its junction with Formby Avenue.

There will be limited exceptions permitting vehicles to wait to enable persons to board or alight; for the purposes of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (diversion vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed.

Car Bank Street, Atherton – Proposed Puffin Crossing

Notice of Intent

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a puffin crossing on the following street:

• Car Bank Street, Atherton at a point 18 metres west of its junction with Formby Avenue for a distance of 4 metres.

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough Council (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.635) Order 2026.

The effect of the Order will be to revoke no waiting at any time on:

• Yew Tree Way, Golborne (Southeast) from a point 15 metres northeast of its junction with Wigan Road to a point 15 metres southwest of its junction with Margaret Avenue.

• Bridge Bank Close, Golborne (northwest) from its junction with Yew Tree Way for a distance of 15 metres in south westerly direction.

The effect of the Order will be to introduce no waiting at any time on:

• Yew Tree Way, Golborne (both sides) from its junction with Bridge Bank Close to a point 15 metres Southeast of its junction with Margaret Avenue.

• Bridge Bank Close, Golborne (northwest) from its junction with Yew Tree Way to a point 15 metres Southwest of its junction with Murphy Grove.

There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (diversion vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident.

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and of all other enabling powers, proposes to make the Wigan Borough Council (Heath Lane, Golborne) (One Way Working) Order 2026.

The effect of the Order will be to introduce One Way Working on:

Heath Lane, Golborne (southeast) from its junction with the A580 East Lancashire Road for a distance of 60 metres.

Notice of Intent

NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to:

Introduce a zebra crossing on the following street:

• Nook Lane, Golborne & Lowton West, at its junction with Briar Walk for a distance of 2.7 metres.

Introduce parallel crossings on the following streets:

• Bridge Bank Close, Golborne and Lowton West, 22 metres from its junction with Yew Tree Way for a distance of 2.7 metres.

• Yew Tree Way, Golborne and Lowton West, 22 metres from its junction with Bridge Bank Close for a distance of 2.7 metres.

• Yew Tree Way, Golborne and Lowton West, 400 metres Northeast of its junction with Bridge Bank Close for a distance of 2.7 metres.

Wigan Road, Atherton – Temporary Closure

Notice of Making

NOTICE IS HEREBY GIVEN that the Assistant Director - Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Wigan Road, Atherton) (Temporary Closure) Order 2026 which will come into operation on 11th October 2026.

The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Wigan Road, Atherton on 11th October 2026 between the hours of 08.30 and 12.00 only.

The alternative route for traffic is Leigh Road – Lovers Lane – Wigan Road.

The Order is necessary to allow installation of frame and crane.
