Pelham Area Lorry And Coach Ban Amendment The Merton (Prescribed Routes) (No. 60) (Amendment No. 2) - Traffic Order 2026
1. Notice Is Hereby Given that THE COUNCIL OF THE LONDON BOROUGH OF MERTON, on 16 September 2026, made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Order will be to amend the London Borough of Merton (Prescribed Routes) (No. 60) Traffic Order 1990 and replace the wording "Gladstone Road to Hartfield Road Link Road" with "Sir Cyril Black Way".

3. A copy of the Order, which will come into force on 21 September 2026, and other documents giving more detailed particulars of the Order, including a plan specifying the road or length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, SM4 5DX.

4. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

Road Traffic Regulation Act 1984 - Section 14(1) - West Barnes Lane, KT3 (Temporary Restriction Of Traffic) - Order 2026
1. THE LONDON BOROUGH OF MERTON COUNCIL hereby give notice that to facilitate the removal of sleepers and track maintenance at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person would:
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for:-
(a) diverted vehicular traffic would be via: West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via: the adjacent footbridge.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986;

6. Nothing in the Order would apply to:-
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

7. The Order would come into operation at 00:30am on 6th October 2026 and remain in force until 5am on 9th October 2026 inclusive. During this time the works are anticipated to be carried out overnight between 00:30am and 5:00am the next day.

Road Traffic Regulation Act 1984 - Section 14(1) - Devonshire Road And Wilton Road, SW19) - (Temporary Restriction Of Traffic) - Order 2026
1. THE COUNCIL OF THE LONDON BOROUGH OF MERTON hereby give notice that to facilitate gas mains replacement works in Devonshire Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road and in Wilton Road.

2. During the works, no person would:-
(a) cause or permit any vehicle to enter or proceed in:-
(i) Devonshire Road, from the common boundary of Nos. 44 and 46 Devonshire Road to the common boundary of Nos. 48 and 50 Devonshire Road; or
(ii) Wilton Road, from the north-western kerb-line of Devonshire Road, north-westward for a distance of 20 metres;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the roads or lengths of road specified in paragraph (a) above.

3. Any designated parking place situated in the roads or lengths of road specified in sub-paragraph 2(a)(i) and (ii) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via: Cavendish Road, Norfolk Road, and Harewood Road or vice versa.

6. Nothing in the Order would apply to:-
(a) any person or vehicle engaged in the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 5 October 2026 and it is anticipated that the works would be completed within 2 weeks. However, the Order would remain in force for 3 months should further works be required.

Road Traffic Regulation Act 1984 - Section 14(1) - (Devonshire Road, SW19) - (Temporary Restriction Of Traffic) - Order 2026
1. THE COUNCIL OF THE LONDON BOROUGH OF MERTON hereby give notice that to facilitate sewer pipe repairs in Devonshire Road, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would:-
(a) cause or permit any vehicle to enter or proceed in Devonshire Road, from the common boundary of Nos. 16 and 18 Devonshire Road, south-westward to a point 3 metres south-west of the north-eastern kerb line of Robinson Road; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of Devonshire Road specified in paragraph (a) above.

NB – 3 way lights would operate at the junction of Devonshire Road with Robinson Road.

3. Any designated parking place situated in the length of Devonshire Road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via: Robinson Road and Lyveden Road, or vice versa.

(a) any person or vehicle engaged in the execution of the said works; or
