Surrey - Waiting, Loading Restrictions And On-Street Parking Places Order

THE SURREY COUNTY COUNCIL

Amendments to Waiting and Loading Restrictions
and On-Street Parking Places in the District of Mole Valley

Surrey County Council propose to make “The Surrey County Council (Various Roads in Mole Valley) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.8) Order 202-”, pursuant to Sections 1, 2, 4, 14, 32, 35, 36 and 45 to 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: The purpose and effect of which is to amend the following Orders:- (1) The Surrey County Council (Various Roads in Mole Valley) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2017; (2) The Surrey County Council (Various Roads in Mole Valley) Prohibition of Stopping Outside Schools Order 2018; (3)≈The Surrey County Council Various Roads in The District of Mole Valley (Residents’ On-Street Parking Places) Order 2017; (4) The Surrey County Council Various Roads in Dorking Town Centre in The District of Mole Valley (Permit Zone) (On-Street Parking Place) Order 2017; (5) The Surrey County Council Minchin Close Leatherhead Controlled Parking Zone in The District of Mole Valley (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2017; So as to:-

(1) prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule; Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;

(2) amend the existing waiting restrictions in certain lengths of roads specified in the First Schedule to this Notice to be operational on the days and at the times indicated in the said Schedule.

(3) revoke the existing waiting restriction in a certain length of the road specified in the Second Schedule to this notice, during the times and on the days specified in the said Schedule, without replacement.

(4) relocate the resident permit parking bay (permit area “X”) located outside No. 56 Highlands Road, Leatherhead eastwards to a position opposite No. 71 Highlands Road.

(5) Include the residents of No. 11 Linden Road to be eligible for permits in the Linden Road Resident Permit Scheme, permit identifier “AA” with the following provisions:

(a) the vehicles which may be left in the parking place during the hours of operation shall be vehicles either displaying a valid residents parking or having a valid virtual residents parking permit bearing the appropriate identifying letter issued by the Council or its agents, or a vehicle either displaying a valid residents’ visitor’s parking permit, a valid carer’s parking permit or a valid operational parking permit or having a valid virtual version thereof

(b) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £88 for the first permit, £108 for a second permit and £138 for any subsequent permit (as applicable) and will be valid for a period of twelve months. These charges will rise by £4 on the 1st of January 2028. The charge for a duplicate permit or a change of permit due to the change of vehicle will be £15;

(c) provide that such residents parking permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode;

(d) provide for:
(i) Operational Permits, for use by doctors and nurses, and Carers Permits, for carers and community care personnel who are required to make visits to residents, which will be free of charge; and

(ii) Child Care Permits, for persons employed to visit a resident for the purpose of childcare, pursuant to a contract of employment, will incur the same cost as a second resident’s permit;

(e) provide that vehicles left by specified disabled persons may wait in the parking places in accordance with the Blue Badge Scheme without time limit at any time;

(f) provide that certain other vehicles may wait in the parking places in certain circumstances e.g., to allow person to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) etc;

(g) provide that outside the hours of operation indicated, any vehicle may be left in the parking place for any period without time limit.

(6) extend the “School Keep Clear” markings, as indicated by zig-zag marking on site to the maximum prescribed length in a certain length of The Street, Fetcham, applying Monday to Friday (inclusive) between 8am and 5pm. The usual exemptions shall apply, namely any person causing a vehicle to stop in order to avoid an accident if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council;

(7) carry out legal drafting amendments to the Orders in relation to childcare parking permits. The cost of the childcare parking permit will be the same as a second resident permit (currently at a fixed rate of £108 per annum). The cost will rise by £4 on the 1st of January 2028. 

Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the District of Mole Valley, which will not affect the operation of those prohibitions and restrictions:- (1) The Surrey County Council (Various Roads in Mole Valley) Electric Vehicle Parking Places Order 2022; 

(3) The Surrey County Council (Various Roads in Mole Valley) (Consolidation of Free Street Parking Places and Loading Bays and Revocation) Order 2017;

(4) Surrey County Council Kingston Road (D2887) Leatherhead in the District of Mole Valley (Prohibition of Waiting of Heavy Commercial Vehicles) Order 2017; 

(5) The Surrey County Council Church Street (D2885) and High Street (D2885) Leatherhead (Prohibition of Waiting) (Restricted Zone) Order 2017;

(6) The Surrey County Council (Various Roads in Mole Valley) (Consolidation of Free Street Parking Places)
(Disabled Persons) Order 2017

Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated.

Copies of the proposed Order, together with plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Orders may be inspected, free of charge, at: 

(i) Ashtead Library, Woodfield Lane, Ashtead, Surrey, KT21 2BQ; (ii) Dorking Library, St. Martin’s Walk, Dorking, Surrey RH4 1UT; (iii) Leatherhead Library and Help Shop, The Mansion, Church Street, Leatherhead, Surrey, KT22 8DP; (iv) Bookham Library, Townshott Close, Great Bookham, Surrey, KT23 4DQ; all during normal opening hours; and (v) Mole Valley District Council, Pippbrook, Dorking, Surrey RH4 1SJ, during normal office hours.

If you wish to object to, or make representations relating to, the proposed Orders, or any of them, you must send the grounds for your objection or representation (including any in support), by (1) using the online form via the webpage quoted above; or (2) in writing to Parking Project Team (MVPR2026) at Hazel House, Merrow Lane, Guildford, Surrey GU4 7BQ; by 15 October 2026.

Any reference to a road in the Schedules is a reference to part of the road only.
