THE LONDON BOROUGH OF BARNET
The Barnet (Free Parking Places, Loading Places, Waiting, Loading And Stopping Restrictions) - (Amendment No.316) Order 2026 - The Barnet (Charged-For Parking Places) - (Amendment No.213) Order 2026

Notice Is Hereby Given that THE COUNCIL OF THE LONDON BOROUGH OF BARNET have made on 17th September 2026 the above-mentioned Orders under Sections 6, 32, 35 and 49 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to deter obstructive parking, and improve sightlines and safety, the general effect of the Free Parking Places Order will be to:

1. Introduce New Lengths ‘At Any Time’ Waiting Restrictions At The Following Locations:
a) At the junction of Harrowes Meade and Broadfields Avenue HA8 (Both north and south North arms); At the junction of Harrowes Meade and Broadfield Avenue HA8 (Both north and south arm); At the junction of Harrowes Meade and Parsons Grove HA8; At the junction of Franklyn Gardens and Parsons Grove HA8; At the junction of Broadfields Avenue and Hazel Gardens HA8; At the junction of Hazel Gardens and Hillcrest Avenue HA8; At the junction of Aberdeen Gardens and Osborn Gardens NW7 and at the junction of Ashley Walk and Osborn Gardens NW7.
b) West Road EN4 – Southwest side between Woodfield Drive and West Walk.
c) Balmoral Avenue N11 – Side of No.1 Hampton Close and outside No.11 Balmoral Avenue.
d) Bishops Grove N2 – Northside between its junction with The Bishops Avenue and Nusantara.
e) Bishops Grove N2 – southside outside No.3 Bishops Grove and Nusantara.
f) Byron Drive N2 – Between Nos.3 to 9 Byron Drive.
g) Bridge Lane NW11 – outside No.109 Bridge Lane.
h) Potter’s Road – Both sides between the junction with Woodville Road and Hadley Road EN5.
i) Denton Close EN5 – Westside outside Nos.15 to 21 Denton Close.
j) Hazel Gardens HA8 – Outside No.15 to 18 Hazel Gardens HA8.

2. Upgrade Existing Lengths Of Waiting Restrictions To Operate "At Any Time" At The Following Locations Below:
(a) Finchley Road NW11 – Outside Golderslea – Existing waiting restrictions operating from 7:00am to 10:00am Monday to Friday.
(b) Junction of Ashley Walk and Dovenshire Road NW7 – Existing waiting restrictions operating from 1:00pm to 6:00pm on event days only.
(c) Junction of Osbourne Gardens and Devonshire Road NW7 – Existing waiting restrictions operating from 1:00pm to 6:00pm on event days only.
(d) Junction of Woodside Grange Road N12 and Woodside Park Road – Existing waiting restrictions operating from 2:00pm to 3:00pm Monday to Friday.
(e) Junction of Holden Avenue N12 and Woodside Park Road. Existing waiting restrictions operating from 2:00pm to 3:00pm Monday to Friday.
(f) Junction of Woodcroft Avenue and Evensfield Gardens NW7 – Existing waiting restrictions operating from 11:00am to 12:00pm Monday to Friday.
(g) Woodcroft Avenue NW7 – Outside No.2 Woodcroft Avenue – Existing waiting restrictions operating from 11:00am to 12:00pm Monday to Friday.
(h) Bunns Lane NW7 – Side of No.2 Woodcroft Avenue – Existing waiting restrictions operating from 8:00am to 6:30pm Monday to Saturday.
(i) Bunns Lane NW7 – Outside and at Side of No.1 Woodcroft Avenue – Existing waiting restrictions operating from 8:00am to 6:30pm Monday to Saturday.

3. In order to prevent obstructive parking, improve traffic flow, maintain sightlines and enhance general road safety, the general effect of the Free Parking Places Order will be to upgrade an existing length of waiting restrictions operating from 2:00pm to 3:00pm Monday to Friday, to operate 7:00am to 7:00pm Monday to Saturday on the north side of East End Road N3 between Ellerton Lodge and Cavendish Avenue N3.

4. As part of a boroughwide London Bus Priority Network scheme some measures have been identified to improve bus accessibility alongside new and existing bus stop clearways which will help reduce traffic delays, congestion and improve safety. The general effect of the Orders will be to introduce measures, remove existing restrictions or amend existing restrictions at various locations on street in the borough, as follows:

Covert a length of existing waiting restriction operating from 1pm to 6pm on Event days only outside Chenies House and Cameo, The Ridgway NW7. In addition, an existing length of waiting restrictions operating from 1pm to 6pm on event days will be upgraded to operate ‘at any time’.

Existing bus stop clearway to be extended by 5.6 metres. 5.6 metres of the existing Paybyphone payment parking bay operating from 9:00am to 5:30pm Monday to Friday (Max stay 2 hours) will be removed.

Copies of the Orders, which will come into operation on Wednesday 24th September 2026 and the Council’s Statement of Reasons for making the Orders can be obtained, for a period of 6 weeks from the date on which this notice is published, by emailing: parking.consultations@barnet.gov.uk, or by writing to: The Design Team, Highways Section, 2 Bristol Avenue, Colindale, London, NW9 4EW.

Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
